With the rapid development of agricultural modernization in China,the pollution from livestock and poultry has been intensified,and the pollution of livestock and poultry breeding has become the main source of environmental pollution in China."Twelfth five-year" prevention and control of agricultural non-point source pollution research topic for the eight key river agricultural non-point source analysis showed that the amount of nitrogen loss in livestock and poultry farming was 56.10 million t,and the loss of phosphorus was 9.42 million t.They were accounted for about 37.46% and 63.65% of the national total pollutant loss.The pollution of livestock and poultry has caused great harm to the quality of water environment,the production capacity of livestock and poultry,and the health of human living environment.The pollution of livestock and poultry seriously hinders the sustainable development of agriculture,and has aroused the high attention of our government.The 2018 " Central first document" points out that ecological livable is the key to implement the strategy of rejuvenating the country,emphasizes to strengthen prevention and control of agricultural non-point source pollution,promote the development of rural green,and build a new pattern of harmonious coexistence between man and nature development.Farmers are the basic participants in treatment of pollution from livestock and poultry,analyzes their cognitive status,willingness and adoption behavior,which is beneficial to the effective implementation of the prevention and control policy of livestock and poultry breeding in China in the future.Exploring farmers' behavior for harmless treatment of pollution from livestock and poultry is the main purpose of this study,which by analyzing their cognitive status,willingness and adoption behavior.This paper reveals the decision-making mechanism of farmers in the process of adopting the harmless treatment of pollution from livestock and poultry breeding,so as to propose more comprehensive and scientific policy recommendations for the prevention and control of livestock and poultry breeding.Therefore,this paper is based on the microscopic view of farmers,draws on existing research,combines with field research,borrows concepts from diffusion of innovations theory,cognition and behavior theory and theory of planned behavior to build an analysis framework that includes cognitive status,willingness and adoption behavior.Under the analysis framework,this paper makes an in-depth analysis of the three aspects that includes farmers' cognitive status of pollution from livestock and poultry breeding,the willingness of harmless treatment of pollution from livestock and poultry,and the adoption behavior of harmless treatment of pollution from livestock and poultry by using the Crosstabs chi-square,binary Logit model and Logit-ISM model.On the basis of the research conclusions,this paper puts forward a more comprehensive and scientific theoretical basis for the policy design of pollution prevention and control of livestock and poultry breeding.According to the above research content,the main conclusions of this paper are as follows:On the analysis of farmers' cognition situation of harmless treatment of pollution from livestock and poultry,it is found that farmers' cognition of pollution of livestock and poultry is not comprehensive,and the cognition degree is relatively low.There are differences in the cognition of the pollution of farmers' livestock and poultry in different regions.In the eastern region,farmers' cognition of the environment and human health is higher than that of other regions.There are differences in cognition of pollution of livestock and poultry breeding in different educational levels,and the higher educational level of the farmers,the higher cognition of livestock and poultry breeding.There are differences in the cognition of pollution of livestock and poultry breeding in different scale,the larger farming scale of the farmers,the higher the cognition degree of livestock and poultry breeding.On the analysis of farmers' willingness for harmless treatment of pollution from livestock and poultry,it is found that cognition of a negative effect of livestock manure on human health,cognition of environment legislation,government subsidies,technology training,region,industrial organization,percentage of non-pollution pig cultivation,education,breeding scale,family income have a significantly positive effect on farmers' willingness for harmless disposal of pollution from livestock and poultry.The top five factors are breeding scale,family income,technology training and industrial organization.On the analysis of farmers' adoption behavior for harmless treatment of pollution from livestock and poultry,it is found that education level,cognition of animal health,cognition of regulation of environmental protection,technology training,industrial organization,education level,breeding scale,risk preference levels and family income have a significantly positive effect on the consistency of farmer's willingness and behavior for harmless disposal of pollution from livestock and poultry.Further analysis shows that technology training and industrial organization are surface direct factors.Cognition of animal health,cognition of regulation of environmental protection and risk preference levels are intermediate indirect factors.Education level,breeding scale and family income are depth root factors.According to the research conclusion,this paper puts forward the main policy suggestions.Firstly,relevant government departments should intensify the publicity efforts to effectively raise farmers' cognitive level of pollution from livestock and poultry.Secondly,government should strengthen the authority and operability of relevant laws and regulations on environmental protection,and formulate reasonable subsidy policies for the harmless treatment of livestock and poultry.Thirdly,increasing the number of training times and scope of the technology training for the harmless treatment of livestock and poultry,and encourage farmers to participate in industrial organizations and improve the degree of organization of farmers' industries.Finally,trying to set up a demonstration zone for pollution-free farming,guide moderate scale farming,and innovate rural financial services.
