The chemical pharmaceutical refers to the process by a chemical reaction or a series of chemical reaction to produce of active ingredients.It usually uses a variety of raw materials and the reaction process is complex.The author combines the actual conditions and present management situation,the pollutant sources and existing problems,using project management theory to analyze and research.The preliminary research planning-middle term control-post evaluation method was adopted to solve the three wastes disposal.Each chemical reaction will produce the three wastes and resulted in the serious pollution.This paper based on the raw materials in the production process to analysis the three wastes in each reaction.At the same time,judge the characteristics of the wastes and main component in order to well-directed management and disposal.Through the research planning in project management,the enterprise produces solid wastes of 311 tons per year,of which 61.4%belong to the hazardous waste.The strategy and method of mid-term control are developed.The hazardous waste must be entrusted to a qualified third party processing unit.The enterprise through the development of a series of management systems,such as specification of hazardous waste storage and index cards and so on to improve the collection and management procedures.Through the post evaluation,the hazardous waste was disposed and treated legal.The enterprises depended on the technological innovation to recover most of raw materials in wastewater by extraction,which greatly reduce the organic compounds in wastewater.The COD decreased from 75200 mg/L to 20200 mg/L and the remove rate reached 73%.Meanwhile,the load of the treatment station also greatly decreased.The average COD discharge concentration was 136 mg/L to 149 mg/L in 2016.The effluent quality satisfied the discharge standard.In VOCs field,the enterprise not only formulate operation,collection and management system to reduce volatile gas emissions,but also through the non-water soluble gas and water soluble gas separately using different treatment methods.The remove rate of non-water soluble gas and water soluble gas reached 95%and 80-90%.The recovery rate of methane could be reached 95%depend on the combined liquid nitrogen and active carbon adsorption.The reduction rates of the other characteristic gases such as ethyl acetate,methanol,acetone,sulfur dioxide,toluene and dichloromethane were 95%,92%,70%,81%,98%and 96%,respectively.The final emission gas satisfied the environmental requirements.This paper makes full use of the theory and method of project management to solve the problems.The enterprises not only reduced the environmental protection pressure,but also depended on the material recycling and clean production to decrease the production costs.This has practical guiding significance for the majority of chemical pharmaceutical in China through scientific management and technological innovation,solving the three wastes pollution,reducing the product consumption and clean production.
