Study On The Management And Disposal Of The Hazardous Wastes In China

Hazardous wastes refer to those hazardous wastes which are listed in national list of hazardous wastes or those specified according to the discrimination criteria and discrimination methods for hazardous waste issued by the nation. Hazardous wastes include medical trash, dregs of decoctions, sludge containing heavy metals and waste acid and alkaline, etc., and they are categorized as a kind of solid waste. Among the three major categories of hazardous wastes, i.e. nontoxic and harmless solid wastes, urban production wastes (also known as urban solid wastes) and hazardous wastes, hazardous wastes are the most difficult to dispose of. Urban life trash and hazardous wastes are closely associated with environmental protection. Currently, in our country the disposing technologies, norms and standards concerning urban life trash are rather consummate and the disposing facilities are commonplace. However, the disposal of hazardous wastes is still in its initial stage; there are insufficient collecting and disposing facilities and a great many norms and standards have not been established despite the rapidly increasing amount of hazardous wastes. Due to the lack of disposing facilities, the indiscriminate discharge of hazardous wastes has caused severe pollution and damage to the environment. Therefore, the handling and disposal of hazardous wastes have begun to catch the attention of governmental institutions at various levels, scientific research institutes and the industrial circle.This paper analyzes the systems of management organizations for hazardous wastes, policies for environmental management and legal systems in our nation, and explores the current status of hazardous wastes handling and disposal in our nation. Then it puts forward the countermeasures for perfecting the management of hazardous wastes in our nation; finally through a concrete case of the establishment of a handling and disposal enterprise for hazardous wastes, it conducts further analysis and expounding on the issues of the management as well as the handling and disposal of hazardous wastes and the solutions in our nation in the two aspects of government and enterprise.
