The sustainable use of water resources is related to national security.General Secretary Xi Jinping repeatedly mentioned that “Lucid waters and lush mountains are invaluable assets”.The party's 19 th National Congress report also stated that “Treat the ecological environment as if it were life”.In this context,this paper uses principal component analysis and SBM-Tobit model to measure the water resources performance of cities along the Yangtze River Economic Belt from 2007 to 2016,and explore its influencing factors.In order to facilitate comparative analysis,this paper separately calculates the economic,environmental and comprehensive performance of urban water resources along Yangtze River Economic Belt.By comparing the coefficient of variation of the three performance values,it is found that the comprehensive performance of water resources is stable,the fluctuation of economic performance is the largest,and the fluctuation of environmental performance is second.These show that the simple calculation of economic performance does not conform to the current development law,and environmental and social indicators should be included in the performance evaluation index system.In further analysis,this paper uses the natural breakpoint method and spatial autocorrelation analysis to visually display the spatial distribution of the three performance values.The results show that the areas with high water performance are mainly the lower reaches of the Yangtze River,Middle and upstream cities have low water performance values.Through the calculation of the water resources performance Moran index,it is found that there are significant spatial correlations between water resources performance in the cities along the Yangtze River,mainly in the form of high agglomeration,high and low agglomeration,and low and low agglomeration,indicating that the level of city water resources performance level is not only affected by the impact of economic and social development will but also affected by the water environment of the surrounding cities.Industrial optimization,water treatment technology level,and water resource public policies in difference cities have further strengthened the spatial correlation of urban water resources performance.This paper further uses Tobit regression to find that fiscal self-sufficiency rate,government regulation,population density,and industrial optimization will have different effects on water resources input performance.Due to different actual conditions of finance,geography,and industrial structure of local cities,the reasons that restrain the performance of water resources in various cities are different.Each city should combine its own actual situation to solve the problems which affects the performance improvement from different aspects,and then comprehensively improve the comprehensive performance level of water resources.On this basis,this paper based on performance evaluation results and regression results to give suggestions and strategies.It complements the theoretical level of water resources performance evaluation,and is conducive to promoting the greater release of economic,environmental and social benefits contained in water resources.
