The economic globalization and the advent of the Internet era have made the market competition fiercer.Under such a complex and changing environment,it has become a strong trend for enterprises to form a strategic alliance,in which risks,benefits and achievements in science and technology are shared.In this connection,Chinese enterprises,especially state-owned enterprises(SOEs),which are a late starter,operate under a single or simplistic model and in a limited number,as seen from as it now stands.In order to better participate in the world competition,SOEs must also introduce the diversified strategic alliance as a development enabler to meet more opportunities and challenges.Group A,a representative of the SOEs in the meteorological industry as well as a typical traditional SOE in nature,shoulders the mission of becoming a modern enterprise of science and technology in this industry.In a narrow field with a small number of enterprises that are small in scale,this Group,which is directly governed by a ministry,is witnessing a gap with its counterparts in terms of development strategy,competitiveness,market expansion,and product innovation.Therefore,it is crucial to choose the right strategic alliance partners rightly.Starting from the basics on strategic alliance to the general settings at home and abroad,the paper gives a comprehensive analysis of the big picture of the environment in which Group A is situated.Keeping in mind its reality and using SWOT analysis method focused on problems found in its existing strategy,the author suggests a new strategy for the Group,namely the alliance-building strategy,under which the area or field identification,partner selection and mode selection are steps to be taken to form,evaluate and improve a strategic alliance.This paper gives findings from the application of the strategic alliance theory to a production-oriented enterprise in the meteorological industry under the new situation,enriching the theoretical research and application of strategic alliance building in a ministerially-affiliated SOE operating in a narrow field like meteorology in particular.This paper uses scientific methods to analyze and summarize the current Group A’s strategy,and proposes a practical and feasible alliance-building one in line with its actual situation,an initiative that can be referenced by other similar enterprises as well.
