At present,new energy timesharing rental cars have become a new generation of travel,changing the traditional concept of car ownership,in the reduction of the total number of traditional cars,environmental protection has played a positive role,is regarded as one of the most promising travel in the future.However,due to the rapid pace of market expansion and user scale expansion,problems in its development also come one after another,such as the audit is not strict,security risks,random placement and other phenomena frequently occur,causing great trouble to consumers.The reason is that the government policies and regulations need to be improved,the level of consumer participation supervision is low,and the level of enterprise operation needs to be observed.Therefore,this paper establishes A three-party evolutionary game model among the government,enterprises and consumers,and constructs A principal-agent-supervision(P-S-A)contract among the three to constrain the negative business behaviors of enterprises.In this paper,the research content is as follows: 1.To introduce the research background,research significance,combed the research ideas and methods,clear study target,using evolutionary game theory,principal-agent theory,numerical simulation method and the literature analysis method,combining with the existing research both at home and abroad and the status quo of the new energy timeshare rental car regulation,selection of case analysis,analyses the problems existing in the current regulation;2.Establish the three-party evolutionary game model between the government,enterprises and consumers,solve it through the jacobian matrix,and obtain the four boundary equilibrium points.3.Build p-s model and p-s-a model between the government,enterprises and consumers,and discuss on the basis of different ways of consumers' participation in supervision,respectively.4.Combined with the results of the model,targeted regulatory Suggestions were put forward from the perspectives of government-led supervision,consumer groups' participation in supervision and enterprises' enhanced efforts in operation,and research prospects were put forward from the theoretical framework,model parameter setting and theoretical reliability.The research conclusions of this paper are as follows :1.The subsidy range and punishment intensity have a positive effect on the evolution of the system to an ideal state.2.The consumer compensation coefficient has a positive effect on the system evolution to the ideal state,and appropriately increasing the consumer compensation coefficient is conducive to the supervision of the new energy time-sharing lease automobile industry;3.The operating cost of efforts has a negative effect on the system's evolution to the ideal state.After the compensation coefficient of the penalty intensity of subsidy is at the expected level,the government should further urge enterprises to improve the operating cost of R&D technology;4.Adopting a more flexible regulatory system for the new energy time-sharing lease automobile industry is a necessary condition for improving social welfare,and improving the management technology level of enterprises is to improve the regulatory effect.
