Research On The Relationship Between Hunan Rural Revitalization And Agricultural Green Development

With the further improvement of my country’s modernization,the “three rural issues” have become the most prominent contradiction in social development.In recent years,the disparity between urban and rural development has eased,but some people still have prejudice against agriculture and rural areas.Even though the State Council has adopted a variety of methods to promote the transformation of agricultural and rural development,and proposed the rural revitalization strategy and the concept of agricultural green development,the results are still limited.As a large agricultural province,Hunan Province has an inherent resource advantage for promoting the coordinated development of agriculture and rural areas,and can better promote the implementation of new development concepts advocated by the state.Therefore,studying the relationship between rural revitalization and agricultural green development in Hunan in the current era and exploring how to combine these two new development concepts is of great significance for breaking the bottleneck of agricultural and rural development in Hunan and promoting the common development of agricultural and rural development in Hunan.On the basis of combing the relevant research results at home and abroad,this paper analyzes the related theories of rural revitalization and agricultural green development and the relationship between them,and finds that the two promote each other and develop together.Then a quantitative analysis of the current level of rural revitalization in Hunan was carried out,and a comprehensive evaluation system for the level of rural revitalization in Hunan was established based on the data of each city(state)in Hunan in 2017.Dimensions are developing better.Through the analysis of the basic situation of Hunan’s agricultural green development in recent years and the investigation of the actual situation,it is believed that the current Hunan’s agricultural green development has improved,but there is still room for improvement.Then,using econometric methods,the relationship between the level of rural revitalization and the green development of agriculture in Hunan was analyzed using the relevant data of Hunan Province from 2009 to 2018 as a sample.Based on the determination of the long-term relationship between rural revitalization and agricultural green development in Hunan,a system dynamics model was established,which quantified multiple factors that can affect rural revitalization and agricultural green development,and simulated the model of rural revitalization and agricultural green development in Hunan.In the simulation,the future trend of rural revitalization and agricultural green development in Hunan was predicted,and the overall trend was found to be positive.And set up three scenarios of increasing labor force in agriculture,forestry,animal husbandry and fishery,increasing fiscal budget expenditures,and increasing state subsidies for agriculture to deal with the model,and found that these three scenarios have different degrees of promoting the process of rural revitalization and agricultural green development in Hunan.Finally,based on the analysis results and the actual situation investigation,six countermeasures and suggestions are put forward for Hunan rural revitalization and agricultural green development.They are to increase the dissemination of new development concepts,strengthen the governance of rural ecological environmental protection,improve the long-term agricultural and rural supervision mechanism,construct a diversified rural financial service system,create a professional and compound talent team,and introduce regional incentive policies based on local conditions.
