With the development of urbanization,water shortage and urban flood disaster coexist.From the national to the local government to vigorously promote the construction of sponge city,strengthen the development,utilization and research of storm flood resources.At the same time,ecological protection and high-quality development of the Yellow River basin also put forward to promote the conservation and intensive utilization of water resources,to promote high-quality development of the Yellow River basin.In order to more reasonable and effective rain flood resources development and utilization to relieve the shortage of urban water resources,avoid urban flood disaster,protection of urban water ecological environment,the implementation of the sponge special planning,urban construction in Zhengzhou city rain flood resources as the research object,further enrich the process in the construction of Zhengzhou city sponge city moderate rain the theoretical foundation of the comprehensive utilization of flood resources.Firstly,the paper summarizes and analyzes the basic situation of Zhengzhou,including geography,river system,social economy,urbanization,precipitation and runoff characteristics.In addition,the research on potential evaluation of stormwater resource utilization,calculation of stormwater resource availability and effect evaluation of comprehensive utilization of stormwater resource were mainly carried out.The main research results and conclusions are as follows:(1)The utilization potential of storm water resources in Zhengzhou was evaluated.Combined with analytic hierarchy process and fuzzy comprehensive evaluation(ahp-fce),the utilization potential of storm water resources in Zhengzhou city was evaluated.First of all introduces the analytic hierarchy process(ahp)and fuzzy comprehensive evaluation method,elaborates the theory of the two methods,and combine it to evaluate potential,this requires using yaahp to data processing in a wide range of software,this article according to the principles of scientific,systemic and hierarchy,comprehensive and representative principle,dynamic and static principle to select the 12 indexes,and establishes the index system and hierarchical model.The evaluation model was constructed,including constructing pairwise comparison judgment matrix,determining the evaluation index weight,and finally calculating and analyzing it with yaahp software.It is concluded that the utilization potential of storm flood resources in Zhengzhou is"excellent",that is,the utilization potential of storm flood resources in Zhengzhou is huge.(2)The usable amount of storm flood resources in Zhengzhou was calculated.The utilization of storm flood resources is an important part of sponge city construction in Zhengzhou.Based on comprehensive runoff coefficient method and empirical formula method and analysis method of different underlying surface types of Zhengzhou rain flood resources utilization potential potential theory and reality,this paper compares and analyzes the rain flood resources utilization in Zhengzhou city is obtained potential is about 685million m~3,availability of about 241 million m~3,than Zhengzhou Gu Luhe years an average of 153 million m~3 natural annual runoff.In view of this,Zhengzhou should make great efforts to develop measures and ways to utilize stormwater resources and improve the actual utilization rate of stormwater resources through the opportunity of sponge city construction.(3)The comprehensive utilization effect of rainwater and flood resources in Zhengzhou was evaluated.Based on the matter-element analysis theory,the comprehensive utilization effect of stormwater resources is evaluated under the background of sponge city construction planning in 2020 and 2030.Evaluation results for Zhengzhou city in 2020 the rain flood resources utilization effect of the evaluation results for?level,namely good;Zhengzhou city in 2030 the rain flood resources utilization effect of the evaluation results to?namely good.It can be seen that the construction of sponge city in Zhengzhou has achieved some results by 2020,but it has not reached the excellent level.The emphasis should be placed on the construction of green rainwater ecological storage measures to improve the green coverage of measures,and the emphasis should be placed on the treatment of water environment to improve the water quality of rivers and lakes.By 2030,most areas of Zhengzhou will have basically built sponge cities,which can effectively utilize stormwater resources,improve the ecological environment,and promote the economical and intensive utilization of water resources while preventing and controlling flood disasters.
