Study On Public Participation In The Management Of Sea Area Use In China

At present,the public participation in the management of sea area use in China is oriented by government,and there is no complete and scientific system to regulate and guarantee it,which makes it stay.in the stage of low level and low effectiveness.This is not in line with the policy guidance of promoting public participation in the management of sea related affairs.The lack of public participation system in the management of sea area use,to a certain extent,has hindered the effective operation of the management.Therefore,it's necessary to establish and improve the public participation system in the management,in order to regulate the government and the public's behavior in the process of public participation,in the management.of sea area use,improve the level and finally promote the development of the management.This paper discusses the necessity,feasibility and limitations of public participation in the management of sea area use by defining the relevant concepts,studying content and direction at home and abroad and using the theory of participatory governance,the ladder theory of public participation and the theory of sustainable development.We can find out the problems and.reasons of public participation in the management of sea area use without a complete public participation system and promote the establishment and improvement of public participation system by solving these problems.The main conclusions of this paper include two aspects,one is the reasons for the problems of public participation in the management of sea area use,the other is the countermeasures.There are three main reasons for public participation in the management of sea area use.First,the public participation system design and legislative supply are insufficient,which makes it in an unregulated and disordered state.Second,the short-sighted behavior of the government will hinder the development of public participation.The.public participation is dominated by the government,so the attitude and willingness of the government affect the degree and effectiveness of public participation.Third,the main body of public participation lacks participation drive,and the demand for public influence has not been met.For these reasons,first of all,we should establish and improve the public participation system of the management as early as possible to guide and regulate public participation.Next,we should provide legal basis for the public to participate in the management of sea area use,and make the participation orderly and efficient.Then,the government should update the management concept,and put the construction of public participation system and the protection of public interests in a higher position.After that,we should vigorously carry out the cultivation of participants,improve the awareness and ability of public participation,guide and support the establishment of relevant social organizations.Finally,we should establish and improve the guarantee mechanism of public participation in the use and management of sea areas to make the public participation quality and efficiently.
