In recent years,the frequent occurrence of natural disasters such as earthquakes and mudslides has caused a large number of casualties and property losses.How to distribute relief aids effectively and reduce the consequences of disasters is an urgent problem that needs to be solved in post-disaster emergency management.Needs assessment,as the basis of distributing relief aids reasonably,plays a pivotal role in post-disaster emergency management.Starting delivery without a needs assessment may result in a vast gap between needs and relief supply,which will waste precious resources,potentially even missing the golden rescue period and expanding disaster consequences.Current studies on post-disaster needs assessment handle "rapid stage" and"detailed stage" separately,without considering the impact of site familiarity and route familiarity on assessment time.From the perspective of reducing the assessment time in detailed assessment stage,this paper studies the post-disaster rapid-detailed assessment routing problem.The more detailed contents are as follows:(1)Considering site familiarity and route familiarity can reduce assessment time in detailed assessment stage,this paper optimizes the rapid and the detailed needs assessment processes jointly,and develops a one-by-one strategy and an integrated strategy.One-by-one strategy involves conducting the rapid assessment and the detailed assessment one by one,with the latter referring to the decisions made in the former;integrated strategy involves conducting the rapid assessment and the detailed assessment simultaneously.Based on the two strategies,we formulated two optimization models with the objective of minimum coverage in the rapid assessment stage and maximum assessment time in the detailed assessment stage.(2)Because the proposed post-disaster rapid-detailed assessment routing problem is NP-hard,commonly used software cannot solve large-scale problems,this paper designs tabu search heuristic algorithm.Furthermore,we compare the results of CPLEX and tabu search algorithm through a small-scale case to illustrate the optimality of the algorithm,that is,the designed algorithm can produce optimal/near-optimal results;the effectiveness of the algorithm is illustrated through a large-scale case.(3)Based on the disaster data of Ya'an earthquake,the proposed one-by-one strategy and integrated strategy are compared with independent optimization strategy.The findings illustrate that one-by-one strategy reduces the maximum assessment time by 11.99%without sacrificing the minimum coverage ratio,while the integrated strategy reduces the minimum coverage ratio by 1.08%but also reduces the maximum assessment time by 13.72%.This paper firstly proposes a joint route optimization method that can be used to guide route optimization decisions in post-disaster needs assessment,which has important research significance for both theory and practice.
