Emergency affairs usually refer to serious social harm sudden emergencies, which may cause the casualties and economic losses, ecological environment destruction. Such as the3·11earthquake of Japan, the5·12earthquake of Wenchuan, the2012hurricane of USA. These emergencies caused a tremendous threat to the global economy and people’s lives and property. It inevitably requires emergency logistics system which can deal with the impacts caused by these emergencies after emergencies happened quickly. In the emergency rescue processes, time is the first elements, time benefit must replace·general logistics economic benefit, in order to minimize the loss caused by disasters. The total cost of emergency system can also be considered when the time requirement was satisfied. According to different emergencies, this paper studied the site selection of emergency material warehouses under integrated balancing time benefit and economic benefit. Due to a lot of information can’t be known timely after emergencies happened, this paper studied the rooting problem of relief distribution under fuzzy environment. The main content is as follows:1. This paper studied the site selection of emergency material warehouse under fuzzy environment. For the site selection problem of emergency material warehouse whose triangular fuzzy numbers are respectively demand of the demand point, the distance between the warehouse and demand point and the cost of the warehouse. A dual-objective programming model with minimum total cost of the system and minimum distance between the selected emergency material warehouse to the demand point is established. Using the theories of fuzzy numbers, we transform fuzzy programming model into determinate dual-objective mixed integer programming model and establish the solution algorithm for this model. We demonstrate through computational examples that this algorithm is feasible and effective.2. This paper studied the site selection of emergency material warehouse based on time-satisfaction. Based on time-satisfactions function is linear piecewise function, a bi-objective fuzzy programming model which maximizes the least time-satisfaction of every nodes and minimizes the total cost is developed. The max-min problem is transformed into a normal maximum objective. Based on that, an algorithm for this model is presented and a numerical example is presented to illuminate the algorithm is feasible and effective.3. This paper studied the distribution problem of emergency material under fuzzy environment. For the distribution problem of emergency material whose triangular fuzzy numbers are respectively the unit transportation cost, the running time of vehicle and demand point and the demand of each affected point. A dual-objective programming model with minimum total cost of the time punishment and minimum total transportation cost is established. Using the Stochastic simulation algorithm, we transform fuzzy programming model into determinate dual-objective mixed integer programming model and establish the solution algorithm for this model. We demonstrate through computational examples that this algorithm is feasible and effective.
