| Comprehensive budget management is an enterprise management tool integrating supervision,control and evaluation.Economic value added(EVA)is the surplus of the net operating profit after tax after making up all the capital costs including the cost of equity capital.With the rapid development of economy and capital market,the goal of production and operation of enterprises has gradually changed to the maximization of enterprise value.The new model of comprehensive budget based on EVA has also replaced the traditional comprehensive budget model with profit as the goal.Compared with the traditional budget model,the comprehensive budget based on EVA reflects the economic efficiency and value creation ability of enterprises more truly.This paper integrates the theory and research status of comprehensive budget management,EVA and EVA based comprehensive budget management,and analyzes the improvement of EVA for value creation ability,principal-agent relationship,enterprise resource allocation and environmental adaptability.Taking RQ natural gas company as an example,this paper analyzes the existing problems of the traditional budget management in the aspects of budget target setting,organization management system,implementation and monitoring,evaluation and incentive,and proposes to introduce EVA into the existing comprehensive budget management system.Combined with the company's operating status and EVA value,the EVA driving factors are decomposed,the key factors affecting the EVA value are obtained through sensitivity analysis,the comprehensive budget based on EVA is prepared for its system,and targeted improvement measures are proposed for implementation monitoring,evaluation and incentive,as well as a series of guarantee methods for the new comprehensive budget management system,which improves the overall performance of RQ natural gas company Budget management. |
