Research On Early Warning Mechanism Of Meteorological Disaster In Jiangxi Province

During the development of the social economy,meteorological information can say that is an important economic resource for the country now,especially for transportation,electricity,water conservancy and other industries which are related to the national economy and people's livelihood.In recent years,with the destruction of the global natural ecological environment,localities are facing more and more frequent meteorological disasters,such as high temperatures,sandstorms,continuous rainstorms,haze and other catastrophic weathers,which have a great impact on people's lives,and even endanger people 's property and their lives.At present,many countries and regions have realized the importance of meteorological disaster warning,and have formulated a variety of meteorological disaster emergency plans.However,due to factors such as procedures,management,technology,and communication,meteorological early warning has not played its role.The construction of meteorological disaster early warning mechanism is directly related to the people's immediate interests.Therefore,it is necessary to conduct in-depth research on meteorological disaster early warning mechanism.Although the investment and construction of meteorological disaster early warning mechanisms have been increased in China in recent years,there is still a certain difference from the international development level such as the World Meteorological Organization.With the growing demand for meteorological warnings,the task of optimizing meteorological disaster warning mechanisms is still heavy.Therefore,this article comprehensively uses a variety of research methods such as literature research method,case analysis method,comparative analysis method,and takes Jiangxi Province as the research area object to explore the relevant situation of the meteorological disaster warning mechanism in Jiangxi Province.First,on the basis of literature research,this paper defines the related concepts and theories of meteorological disaster early warning,as the theoretical support required for the study of this article,and lead to the research questions of this article.Secondly,taking Jiangxi Province as the research object,and combining with the current situation of the meteorological disaster warning mechanism in Jiangxi Province,this paper explores the current situation of the meteorological disaster warning organization management system,meteorological disaster warning information release mechanism,and meteorological disaster warning responsibility cooperation mechanism.Third,find out the operational problems of the meteorological disaster early warning mechanism in Jiangxi Province,including the multi-polarization of meteorological disaster early warning mechanism transmission,insufficient linkage mechanism between meteorological disaster early warning regions and management departments,poor operation of the early warning management mechanism,lack of early warning mechanism feedback link,and early warning mechanism Insufficient responsibility coordination mechanism,etc.At the same time,compare and analyze the management experience of meteorological disaster early warning mechanisms in the United States and Japan,and sort out the management experience of domestic meteorological disaster early warning mechanisms,such as Tianjin and Guangzhou.Sum up the experience and lessons,and provide reference for the following study.Finally,it proposes the path to optimize the meteorological disaster warning mechanism in Jiangxi Province,formulates the objectives,ideas,and optimization principles for the optimization of the meteorological disaster warning mechanism in Jiangxi Province,and proposes specific strategies that can comprehensively advance the modernization of the meteorological disaster warning mechanism,such as improving the province Level,local,and inter-departmental early warning linkage mechanism,standardized early warning management mechurism,establishment of long-term early warning feedback working mechanism,strengthening early warning auxiliary mechanism,etc.,to further improve the meteorological disaster early warning mechanism in Jiangxi Province,enhance the accuracy of meteorological disaster early warning in Jiangxi Province,and ensure State and people life and property security.
