Study On The Countermeasures Of Meteorological Disaster Early Warning Management In Heilongjiang Province

Heilongjiang Province is a meteorological disaster prone area, meteorological disaster is one of the greatest natural disaster which does harm to the safety of human beings,meteorological disasters except directly cause serious damage, may also cause secondary and derivative disasters such as forest and grassland fires and geological disaster, which led to the rescue difficulties, social panic, financial shocks, industrial interruption, with significant features of the disaster chain. As the front part of meteorological disasters defense,meteorological disaster warning has significantly important roles to foresight warning and mitigation disaster losses, and can prevent and reduce disaster risks. Therefore, how to raise the standard of meteorological disaster warning level, is the focus of this paper.This paper analyses Heilongjiang Provincial meteorological disaster early-warning situation analysis, reveals the problems of coping with complexity of meteorological disasters and meteorological disasters chain characteristics, such as meteorological disaster warning core business needs to be further improved, the meteorological disaster pre-warming response should be poor coordination, meteorological disaster risk assessment does not reach the designated position, meteorological disaster warning feedback mechanism has not yet been established ,and find the reasons of the problem. Aiming at these problems, this paper introduces the theory of crisis management, on the basic of the experience of the western advanced management system and other provinces in our ountry for reference,completing the framework design of meteorological disaster early warning management system in Heilongjiang Province, formed a full coverage of the early warning information management system, effectively solve the "the last one kilometer" problem of meteorological early warning information release .At the end of this paper, from the strengthening of meteorological disasters early warning management and services for disaster prevention and mitigation system,putting forward to perfect the countermeasures and suggestions of Heilongjiang Province meteorological disasters early warning management, in order to providing a reference for the improvement and innovation of Heilongjiang Province meteorological disasters early warning management.
