In recent years,the development of meteorological satellites has not only met the needs of meteorological information for people,but has also gradually extended its service scope to areas such as environmental monitoring and disaster prevention,and play a more prominent role in the society.Many technological fields,related industries and other groups have become direct or indirect beneficiaries of meteorological satellite services.The number of stakeholders with complex relationship involved in meteorological satellite industries is numerous.However,the existing research of meteorological satellites mainly focuses on application services and economic benefit assessment,and lacks the quantitative methods to explore the complex relationships among various stakeholders.Therefore,this paper focuses on the perspective of the meteorological satellite stakeholders network and provides a new research perspective for meteorological satellites in the management field.The meteorological satellite stakeholder network refers to the formal or informal and relatively stable relationship established by various stakeholders,who involved in the meteorological satellite engineering project to complete the design and application of meteorological satellite products and to advance the meteorological public service development.It has the characteristics of complexity and ambiguity.This paper attempts to introduce the social network analysis(SNA)method to generate the meteorological satellite stakeholder network,and analyze network characteristics,then make a comprehensive evaluation of the network coordination degree,which has achieved good results.Firstly,this paper introduced the development situation of meteorological satellites,including the development status,service functions and value positioning,and defined the meaning and characteristics of meteorological satellite stakeholders in relation to the public or non-profit organizations concepts.Based on the literature analysis,16 meteorological satellite stakeholders were identified by keyword selection which were classified and coded.Secondly,the network model of meteorological satellite stakeholder were constructed with the help of social network analysis methods,and measured from three perspectives:individual network,partial network and complete network.Based on the the network measurement indicators,an coordination degree evaluation index system of the meteorological satellite stakeholder network was established and the improving AHP--Fuzzy comprehensive evaluation method was selected for determining the indicator weights and completing the comprehensive evaluation process design.Finally,this paper selected FY-4 meteorological satellite as the research object,the questionnaires and literature analysis method were used to obtain data,which generating meteorological satellite stakeholder network and analyzing the roles and status of various stakeholders in the network by Ucinet6 software.At the same time,a comprehensive coordination degree evaluation of the FY-4 meteorological satellite stakeholder network was conducted,and the coordination mechanism was designed based on the evaluation results to provide suggestions for development of the meteorological satellite system project.The main purpose of this paper is to analyze the roles of various stakeholders in the meteorological satellite stakeholder network and make evaluation of network coordination degree.The study found that the meteorological satellite administration department,the meteorological bureau,the national meteorological center and the government occupy the central position of the network.The coordination degree of the FY-4 meteorological satellite stakeholder network is “general”.Therefore,a stakeholder coordination mechanism is established to strengthen communication for each other to promote better development of meteorological services.
