As a basic and strategic industry for the development of the national economy,this paper studies how to improve the efficiency of the logistics industry in Gansu Province and promote the development of the logistics industry to a higher quality.It is also one of the key tasks of the supply-side structural reform.First of all,this paper introduces Marx's basic theory of circulation theory,technical efficiency theory,Hoover location theory and supply side structural reform,which lays a theoretical foundation for later research.Secondly,based on the analysis of the current situation of the logistics industry in Gansu Province,the efficiency of the logistics industry and the change of total factor productivity in Gansu Province and14 prefecture-level cities(states)in Gansu Province were measured.Finally,based on the individual fixed-effects regression model,the empirical research on the factors affecting the efficiency of the logistics industry is carried out,and relevant policy recommendations are proposed based on the empirical research conclusions.The main contents of the article are as follows:First,the DEA-BCC efficiency evaluation model is used to calculate the efficiency of the logistics industry in Gansu Province and Gansu Province in 2011-2016.The empirical results show that the total technical efficiency of most prefecture-level cities(states)in Gansu Province is nothigh.It shows that the logistics industry resource allocation in most areas of Gansu Province has not reached the optimal state,and the overall logistics industry is in an ineffective state.Second,the Malmquist Total Factor Productivity Index is used to dynamically analyze the total factor productivity values of 14prefecture-level cities(states)in Gansu Province and Gansu Province.Changes in total factor productivity values indicate that the reasons for the increase or decrease in the efficiency of logistics activities vary.This shows that the improvement of the logistics industry in the 14prefecture-level cities(states)of Gansu Province and Gansu is not only based on technological progress but also on the scale of the logistics industry.Thirdly,using the measured total technical efficiency value as the dependent variable,the five factors of industrial structure,urbanization level,location advantage,Government intervention degree and logistics resource utilization rate are used as independent variables to make individual fixed effect regression.The analysis found that the level of urbanization and location advantages have a significant role in promoting the efficiency of the logistics industry.The degree of government intervention has a certain inhibitory effect on the efficiency of the logistics industry.The utilization rate of logistics resources is positively correlated with the efficiency level of the logistics industry,but thecorrelation is low.And the industrial structure does not have much to do with the efficiency of the regional logistics industry.Based on empirical research on the factors of total factor productivity of logistics industry in Gansu Province and the factors affecting the efficiency of logistics industry,four countermeasures are proposed:The first is to rationally lay out the logistics industry location and improve logistics efficiency;the second is to develop modern and professional third-party logistics enterprises;the third is to improve the utilization rate of logistics industry resources;the fourth is to create a good development environment for the logistics industry.
