The contemporary philosophy of technology is in the third period of development after the "empirical turn" and "ethical turn".In response to the externalism dilemma faced by ethics technical, the Dutch technological philosopher Peter-Paul Verbeek proposed the internalization of technical ethics research. He believes that technology can mediate people's moral cognition and behavior, and by demonstrating that technology has "intentionality" and "freedom",theoretically moralizes technology, and thus gives the status of technical moral actors. The purpose of this paper is to reflect on the premise of Verbeek technology as a moral actor, and then reconstruct the theoretical basis of moral actors and try to propose possible ideas of new humanistic ethics. The introduction part introduces the research background, significance and methods of the article, and analyzes the research status of technical ethics and moral materialization thoughts. The first chapter firstly clarifies the basic ideas of Verbeek's theory of materializing morality.By analyzing other scholars' criticism of his theory and Verbeek's own response,I pointed out that the fundamental problem of Verbeek's technical moral materialization theory is that it neglects the relationship between human and technology, which leads to the fact that people and technology are once again caught in the tradition of subject-object dichotomy. The second chapter examines the origin of human and technology by phenomenological method, reveals the essential symbiosis between human and technology, points out the intentionality and the essence of freedom as the moral actor, which the original intention and the derivation of freedom. In the third chapter,by reflecting on the limitations of traditional humanistic ethics and Verbeek's Nonhumanist ethics, based on the relationship between human and technology, the technical objects are included in the scope of human ethics.Construct humanistic ethics of human-technical symbiosis. Finally, the Othor's theory of Levinas looks forward to the possible forms of the technology of the absolute Other and the possible forms of post-humanist ethics.
