Air pollution becomes one of the serious ecological environment problem for which has already threaten the health of humankind and sustainable development of society.As the main source of air pollution in urban area,exhaust gas emission of traditional fuel vehicle contributes the pollution with petroleum fuel.The 19th National Congress of the Communist Party of China emphasized the ecological civilization construction as one of critical topics for which has a strategic significance on achieving China Dream.Facing with severe environment pollution and energy shortage,government issues a series of regulations to control carbon emission quantity.At the meantime,vehicle industry is also suffering the transformation period with new energy product,which has extremely zero emission from new energy consumption.In this condition,new energy electric vehicle and traditional fuel vehicle compete in market on both pricing strategy and product's performance.Based on the upgrading benchmarking carbon emission allocating regulation,this paper discussed interaction between the regulation and manufacturers'mixed game behaviors during industrial transformation period.In current vehicle industry,carbon emission reducing regulations constraint the game between electric vehicle and fuel vehicle.Therefore,this paper analyzed the optimal pricing decision of two kinds of products under various game models due to the difference of pricing time.After comparing with different game structure,the paper found out the optimal pricing strategy with time-delay under current market condition.Based on this strategy,this paper added vehicles'performance factors into pricing models,such as fuel consumption of fuel vehicle and electric endurance of electric vehicle to further study the competitive behavior between the oligopolies.Then,it analyzed how carbon emission regulation worked on vehicle pricing strategy and social welfare.After oligopolies making the pricing decision,the paper also researched on the system stability based on mathematic researching software,to find out the inherent operational rules during dynamic game process.During the researching process,it focused on the relationship between manufacturers'decisions and system's status,especially how bifurcation and chaos harms participants and system.The results demonstrated that the upgrading regulation worded well on control or reduction of producing carbon emission,which also speeded up the industrial transformation process.Moreover,this paper researched on how vehicle industry worked in energy saving market during the vehicle industrial transformation period,which had both theoretical and practical value for new energy vehicle development.
