Study On The Coupling Relationship Between Provincial Innovation Ability And Employment Quality In The Silk Road Economic Belt

Exploring the coupling relationship between innovation capability and employment quality is an important breakthrough in linking innovation-driven development strategy with people's livelihood issues.It is also a direct reflection and important content of enhancing regional economic core competitiveness and building an innovative country.With the promotion of innovation-driven development strategy and people's yearning for a better life,the research on the interaction between innovation ability and employment quality,and how they can coordinate development,will be a problem worth exploring under the background of "mass entrepreneurship and innovation".The economic development level of the nine western provinces and regions involved in the Silk Road Economic Belt is at a disadvantage,and the innovation ability and employment quality are not at a disadvantage.Therefore,exploring the coupling relationship between provincial innovation ability and employment quality in the Silk Road Economic Belt is of great significance to the promotion of provincial innovation ability,the improvement of employment quality and the coordinated development of the two.This paper takes nine provinces(autonomous regions and municipalities directly under the Central Government)of the Silk Road Economic Belt as the research object.Firstly,the evaluation index system of regional innovation ability and employment quality is constructed.Then,the development of innovation ability and employment quality in the Silk Road Economic Belt provinces and regions in 2011-2016 is estimated and evaluated by using TOPSISI and time series global factor analysis method,respectively.Secondly,based on the coupling model,the provinces and regions of the Silk Road Economic Belt are evaluated.The coupling coordination degree of innovation ability and employment quality is calculated and categorized;thirdly,the distribution characteristics and dynamic change law of the coupling and coordinated development of the two are further analyzed with the help of ArcGIS 10.5 software,and the coupling development relationship between innovation ability and employment quality is explored;finally,the corresponding proposals are put forward to enhance the innovation ability,employment quality and the coupling and coordinated development of the two along the Silk Road Economic Belt.Policy recommendations.The main conclusions are as follows:(1)There is a complex coupling relationship between innovation ability and employment quality.The promotion of innovation ability and employment improvement will promote the redistribution of regional elements and resources,lead to changes in economic structure and economic operation efficiency,and ultimately promote the coordinated development of the two.(2)On the whole,the score of innovation ability of provinces and regions along the Silk Road Economic Belt in 2011-2016 shows a trend of "rapid ascent".The innovation ability is significantly enhanced,the score of employment quality is "slow ascending",and the employment situation is constantly improving.(3)From the regional and provincial level,the innovation ability of the central,western and southern regions along the Silk Road Economic Belt in 2011-2016 is stronger than that of the Northwest regions.There is a clear gap between provinces in innovation ability,and the gap between regions and provinces in innovation ability is constantly increasing.The employment quality of the central,western and northern regions along the Silk Road Economic Belt in 2011-2016 is better than that of the southwest regions,and The gap between the two tends to narrow slightly.The employment quality of the provinces along the Silk Road Economic Belt is changing from economic development-oriented to comprehensive improvement of their own quality.(4)From the point of view of each sub-item,the scores of innovation ability and employment quality are constantly improving,and all factors work together to promote the overall improvement of regional innovation ability and employment quality.Among them,the score value of innovation ability from high to low is: innovation performance > enterprise innovation > Innovation Resources > innovation environment > innovation output;the score value of employment quality from high to low is: labor remuneration > employment ability > employment environment.(5)From the point of view of coupling coordination degree,the coupling coordination degree between innovation ability and employment quality of the provinces in the Silk Road Economic Belt has been continuously improved from 2011 to 2016.Among them,the coupling type gradually changes from low-degree coupling to staggered coupling,and the coordination type is mostly medium-low-degree coordination and changes smoothly.(6)According to the spatial difference of coupling coordination degree,the coupling and coordinated development of innovation ability and employment quality of the provinces in the Silk Road Economic Belt is quite different.The spatial pattern of the coupling and coordinated development is characterized by "high at both ends and low in the middle".The spatial distribution of the coupling and coordinated development has the characteristics of "Dalian patch,slightly scattered".Among them,the gap of the coupling development among the provinces in the Northwest China is obvious.Smaller,the gap of inter-provincial coupling development in Southwest China is larger.(7)From the perspective of the evolution type of coupling coordination degree,the coordinated development of regional innovation ability and employment quality in the Silk Road Economic Belt shows a "catch-up" type,which changes from innovation-oriented development to synchronous development,and finally to employment-quality-oriented development.The gap of coupling and coordinated development is narrowing,and the difference of inter-provincial development status is gradually increasing.It narrows down and tends to converge gradually.
