The thesis focused on the risk management of scientific and technological projects in the biomedical field.Based on the research program “Large-scale mutagenesis and screening in mice”,one of the Hi-tech Research and Development Project of China(863)in the “11th Five-Year Plan”,the author established a series of effective management system.Firstly,using WBS(Work Breakdown Structure),expert investigation method,and the establishment of risk identification model,the study analyzed the characteristics of the risk during the implementation of the program,including the lack of project management experience,the diversification and complexity of the technology,the involvement of experimental animal facilities construction and operation,and the necessity to manage massive biomedical data and multi group pipelines.According to the risk factors set,the study then established the risk evaluation index system,using both level analysis method and fuzzy comprehensive evaluation method.Finally,we analyzed and evaluated the risk during the implementation of the project,and further planned corresponding prevention strategy and countermeasure for the large mouse gene mutant library construction.For the current development status of both at home and abroad,our attempt to apply risk management in the biological engineering project would provide a good reference or practical example for risk control in the biomedical research institutes and the scientific research projects in the biological engineering field.
