PPP(Public-private Partnership)as a new financing model has been fully applied in the field of domestic transportation infrastructure construction to solve the problem of capital shortage.The most common mode of PPP modes is the BOT franchise mode,which has attracted much attention.However,the potential excess earning or revenue downturn situation of transportation projects causing benefit loss of investors has become the main problem of the financing mode.How to share the risk and benefit sharing in the transportation infrastructure concession project has become a hot research topic.This thesis describes the risk and benefit sharing study status in franchise projects and summarizes the problems in the existing study field.Taking full consideration of characters of transportation infrastructure projects and benefits of government and social investors from the whole project life cycle,a concession decision model for transportation infrastructure projects based on risk and benefit sharing has been built.At the same time,considering the engineering practice,the difference between the final and the expected profit of private investor has been controlled by introducing a floating coefficient.Besides,because the actual engineering environment has many kinds of uncertainty factors,this thesis builds a stochastic model based on risk and benefit sharing by considering some uncertainty factors.Finally,this thesis takes a highway as an example to verify the feasibility and effectiveness of the model and analyzes the results.Based on risk and benefit sharing mechanism,the concession decision model could balance the risk and benefit between both sides,which has theoretical and practical significance for the development of transportation infrastructure construction. |
