In this essay, the data obtained from hydrogeology survey of Yanshan-Taihangshan contiguous poverty alleviation area with the proportion of 1:50000 are taken as a typical example.Based on regional geology, hydrogeology,it confirmed the existence of neotectonics through migration of water system, ancient channel, river terrace, karst cave, active fault. The impact of neotectonics on the conditions for forming groundwater in the bedrock mountainous area was identified through the conditions of groundwater occurrence, storage space in the bedrock mountainous area conversion between surface water and groundwater,as well as the groundwater recharge, runoffs, and drainage conditions.Through the analysis of the groundwater system and the type of reservoir structure in Juma River basin,it fully explained the role of neotectonics in controlling and reforming the occurrence law of groundwater. The neotectonics in Juma River basin is strong, which shows not only in horizontal and vertical movements, but also in multi-phase tectonic fault activities.Neotectonics feature can be manifested by migration of water system, active fault, river terrace, development of karst caves, and alteration of river flow in direction of fault, namely, horizontal differences lift, and intermittent uplift in vertical, and structural inheritance activities. The stratum lithology(aquifer medium)is the foundation of groundwater occurrence, and the geological structure is the dominant factor controlling groundwater bury, distribution, and transport.Landforms, hydrology and meteorology are the important conditions that affect groundwater recharge, drainage, and dynamic changes. In this essay,Laiyuan down-faulted basin was chosen as an independent groundwater unit to initially identify the groundwater occurrence law and control factors in this area through a series of studies on the regional geology structure and lithology landforms. The surface water and groundwater of the Xiaoxi River of the Juma River tributary are frequently converted to each other. This is an important part of water circulation of the river basin.Through a series of studies on the water volume and water quality of the river, qualitative and quantitative analyses of the interaction law between surface water and groundwater were conducted to clearly identify the control role of neotectonics in water circulation. The research area was divided into five groundwater systems based on large fault structures and watersheds.Through the analysis of characteristics of the groundwater system and the summary of typical water storage structures, this essay specifically explained the control role of neotectonics in the groundwater storage law in the Juma River basin.
