Cost-Benefit Analysis Of Ecological Protection In Coastal Zone

Along with the implementation of The Guangxi Beibu Gulf Economic Zone Development Plan and the state approval of the construction of The Beibu Gulf urban agglomeration,the economic and social development of The Beibu Gulf region has made great achievements,but the negative impact on the coastal ecosystem has gradually emerged.The high-intensity development of coastal zones has caused secondary disasters such as destruction of ecosystems in the Beibu Gulf Coastal Zone and increased environmental pollution,which has affected the economic development and ecological environment between the Beibu Gulf Coastal Zone.Based on the actual needs of ecological environmental protection and sustainable socio-economic development,this paper combines the major tasks of ecological civilization construction proposed by the 19th National Congress and the dual objectives of the Ministry of Land and Natural Resources on the quantification of nationa natural resources,building a cost-benefit analysis framework,enriched the practical basis for ecological compensation in the Beibu Gulf Coastal Zone,formed the following conclusions and recommendations for ecological compensation and sustainable development:(1)Taking the opportunity cost and ecosystem of the Beibu Gulf Coastal Zone as the research object,the economic evaluation model and calculation method are used to estimate the opportunity cost and total service value of the Beibu Gulf Coastal Ecosystem.The opportunity cost of the ecosystem in the Beibu gulf is 1.36*109yuan,including 3.18*107 yuan for enterprises,4.5*107yuan for residents and 1.28*109 yuan for the government.The service value is 3.55*1012 yuan,including 2.56*1010 yuan for the supply function value,3.47*1012 yuan for the adjustment function value,3.08*1010 yuan for the support function value,and 2.33*1010 yuan for the cultural function value,this achievement will provide more realistic data basis for the realization of ecological compensation in Beibu gulf coastal zone and consolidate the data foundation of ecological compensation in Beibu gulf coastal zone.(2)According to the Beibu gulf coastal zone opportunity cost and ecosystem service value,from the perspective of management,from the broaden the financing channels,meet the demand of compensation funds,carry out diversified compensation mode,implement multiple fill,begin to build the park pilot,share development opportunities and policy suggestion to determine reasonable compensation principle of realize the Beibu gulf coastal zone financing and the establishnment of ecological compensation mechanism for ecological compensation;To achieve symbiotic win-win between environmental protection and economic and social development,from about the coastal zone environment laws and regulations,strengthening the appearing of damage to the environment,build system of coastal zone environment supervision,realize the basic coverage of habitat protection,function of coastal zone ecosystem space planning and layout,achieve orderly development,and establish regular environment inspect mechanism,regularly patrol coastal zone area,grasp the environmental conditions,to set up the complete project access system,strengthening the concept of green development,realize the source protection put forward policy Suggestions.
