Study On Storm Surges Disasters Of The Guangxi Coastal Areas In Beibu Gulf And Its Preventive Countermeasurements

The situation about storm surges disasters of the GuangXi coastal areas in BeiBu gulf is analyzed in this thesis, specially studying on occurrence, development, and internal mechanism of inducing storm surges disasters; The influence which happened and induced disaster for surges disasters of the GuangXi coastal areas in BeiBu gulf by the forming mechanism of the ENSO phenomenon is studied.Using the extremumâ… method calculates the high and low tidal level in long years return period, combining the standard of dividing the intensity grades of storm surges and risk analysis theories, the relationship between storm surges intensity and frequency is established. According to the gray system theories, the Grey Prediction Model A. A. Mapkob of annual maximum tidal level is established.According to the fuzzy mathematics, the method of fuzzy comprehensive applied in the assessment of storm surges disasters losses is presented, which is appropriate for dividing to the classification of another disaster losses. The method applied in the assessment of storm surges disasters economic losses is studied. The relationship between economic losses and disaster intensity is established. According to the fuzzy Analytic Hierarchy Process method, the model applied in noneconomic assessment of storm surges disasters losses is established.From the economic meaning of reducing disaster benefits, comprehensive applying the disaster economic principle, the operation on the sea dyke project of the GuangXi coastal areas in BeiBu gulf is analyzed, the measures of reducing storm surges disasters and economic benefit evaluations is studied. And new methods, new measures which are valid preventing storm surges disasters are studied; the storm surges disaster insurance and the mechanism about allocation and dispersion of risks are established.
