An Empirical Analysis Of The Influencing Factors Of The Marine Economy Development In The Beibu Gulf Economic Zone

With the increasing nervous and shortage of the land space, and natural resources, the survival environment of human in the future has received an unprecedented challenge, So the human began to pay close attention to the development of the ocean which is not only closely adjacent to the land but also is closely related to humans’survival.UN "Agenda21" pointed out that the ocean is one of the important system elements supporting the development of human life, and it has rich reserves of valuable resources that can provide a long-term support for the sustainable development of mankind. Since entering the new century, countries have increased the development and utilization of marine resources. So the accelerating development of marine economy has become a key strategy of coastal countries in the new century to enhance the national economic strength and international competitiveness for a long time.The ancient fishing, shipping and ship-building industry are so mature in our country that our country can be regarded as a world-famous maritime power. Our country has a long stretch of coastline and rich marine resources, so the development of marine economy has an important significance to the sustainable development of our economic society, the environmental protection and the reasonable utilization of resources. State Department early in2003planned to build our country gradually into such a grate state that has certain strength and influence in the status of the international maritime powers. The proposing of the strategic goal is the first strategy design for the marine and the marine economic development since the new century."National Economic and Social Development Five-Year Plan" formulated in2006, formally established the important status of marine economy in national planning. The plan working as the new historical mission of national marine development aims to strengthen maritime awareness, preservation of the marine rights and interests and so on. In the "Economic and Social Development Twelfth Five-Year Plan" released in2011, the central government based on the original strengthens the significant policy support to the construction of the marine economic zone. From a historical process analysis of the policy evolution we can see that the country has upgraded the development of marine economy to a vital strategic level in the future development of three-dimensional coordinate containing economic, social, cultural, etc. Having rich marine resources, unique natural conditions, and a huge potential development, the Beibu Gulf Economic Zone is not only the first western coastal economic zone, but also is the important China’s gateway of the economic and trade to ASEAN countries. Therefore, this paper based on the absorption, integration and digestion of the existing results of the theoretical researches at home and abroad, through the field research analysis of the conditions and marine industry scale in the Beibu Gulf Economic Zone, tries to expound the multiple factors and existing problems there during the development process with the help of qualitative and quantitative analysis method. And at the same time, put forward the policy recommendations to accelerate the sound and healthy development.Among the complex factors that affect the marine economic development of the Beibu Gulf Economic Zone, this paper focuses on analyzing the major factors, such as the marine production, industry structure, technology investment, policy support, etc. by the means of applying the regression method of multiple linear. And the results of the empirical analysis show:By t-test indicators, only the research institutions and human resources factors represented by the professional and technical persons can significantly explain the growth of the Guangxi marine economy. The industrial structure and the scientific research factors represented by Guangxi marine institutions have a positive effect on the Guangxi economic output. In the three indicators of the marine economic growth, the industrial structure is the largest regression coefficient, which is consistent with the actual situation of the marine economy. The more reasonable adjustment of the industrial structure, the more it can promote the economic growth. So, this paper makes recommendations that the Beibu Gulf Economic Zone should increase the scientific and technical investment in the marine economy, optimize the structure of the marine industry, and expand the scale. In terms of the policy support, it should develop more tendentious policies.
