Technological Approaches Of Global Climate Governance And Its Limits

Global climate change is becoming more and more serious and complex.Global Climate Governance technology is the key to Climate Governance and climate recovery.The major countries in the world have made a commitment to achieve the "carbon neutral" time node,which has defined a new direction for Climate Governance,and also put forward new requirements for the innovation and development of Climate Governance technology.Technical conditions,market mechanism and policy support are all indispensable factors in the technological approach of Climate Governance,which play a strong driving role in the technological innovation of Climate Governance.However,there are also problems and challenges in the technological approach of Climate Governance,such as technological risk,market failure,path dependence and lock-in effect,and difficulties in International Climate Governance technology transfer.The appeal for climate justice is helpful to solve or alleviate the difficulties and challenges of the technological approach to Climate Governance.Therefore,based on the perspective of climate justice,this paper studies the technological approach and its limits of global climate governance.The purpose is to return to the fundamental problem of Climate Governance by analyzing the technical and non-technical components of global climate governance,and seek a way to achieve the goal of emission reduction,It can also promote social equity and sustainable development of human civilization.On this basis,the article puts forward two levels of issues,technical issues and ethical issues.The technical question is,how can human beings use Climate Governance technology to mitigate climate change trends? This calls for a technical approach.The ethical question is,how can the benefits and burdens brought by climate governance,especially technological governance,be more equitably distributed? This calls for climate justice.The first part expounds the basic concepts and difficulties of climate change,Climate Governance and Climate Governance technology.The second part discusses the approaches and challenges of climate control technology.The third part introduces the concept of climate justice,and makes ethical reflection and questioning on Climate Governance technology.The fourth part from the perspective of climate justice to resolve the limitations and challenges of technological approach.At present,countries engaged in Climate Governance technology activities only consider the immediate interests,and ignore the interests of future generations,and often regard the fate of future generations as the collateral of technological behavior.From the nature of technology,Climate Governance technology itself is updated very fast,and can not make a longer-term consideration in time.At the same time,it is also accompanied by uncontrollable social risks after technology upgrading,which may bring disaster impact to future generations.From the perspective of climate justice,international cooperation in global climate governance should not only focus on the international distribution of cost and benefit,but also on the global fair distribution of efficiency and risk.The realization of technology governance goal needs the support and guidance of climate justice;Only by establishing an effective international cooperation mechanism based on global climate justice can the goal of global climate governance be truly realized.
