At present, the rate of urbanization in China is slowing down gradually. The mode of urban development has shifted from large-scale expansion to urban renewal and urban transformation, from the previous incremental development to the present development of stock or even reduction. Therefore, protecting the ecological environment and improving the efficiency of land use have become the primary objectives of urban spatial development, and delimiting the growth boundary of urban space is an effective means to solve this problem: "rigid" boundary aims to protect the ecological and agricultural land from being occupied;and "flexible" boundary aims mainly to guide the intensive and efficient development of cities. This paper first delineates the "rigid" urban spatial growth boundary from the "bottom line thinking".Based on ArcGIS 10.2 platform, using overlay analysis, the ecological limiting factors such as ecological security, resource protection and engineering geology are overlapped, and the comprehensive rigid management and control area is the demarcation scope of the "rigid" boundary. From the perspective of "positive thinking",the factors affecting land use development and construction are selected, including engineering geology, water environment, ecological red line, population density, economic density, traffic dominance, location dominance and big data. The land block is divided into 200 m * 200 m grid.Combined with AHP method and Delphi method, the method of weighted superposition is applied to Jixi County in GIS.The suitability evaluation of construction land can delineate its "elastic" urban growth boundary. Finally, from the perspective of regulation and management, according to the characteristics of the two types of boundaries, the corresponding control strategies are formulated, and combined with the land supply and demand regulation methods, providing some suggestions and inspiration for the implementation and management of urban growth boundary in Jixi County.
