Research On Tianjin Coastline Demarcation

The delimitation of definite coastline demarcation is an effective method to solve the problems of undefined authority and responsibility of relevant departments. It also helps safeguard the overall planning of marine development and control, carry out rational exploitation of seas and oceans in an orderly way and implement the sustainable development. At present, definite coastline demarcation in most relevant provinces and municipalities directly especially in most estuarine coastal areas have not been delimited yet, which has resulted in the undefined authority and responsibility of relevant departments and is unfavorable to solve the problems in the coastal areas and to strengthen the comprehensive management of those areas, so there is a pressing need to research on the principles and the methods of delimitation of coastline demarcation and to delimit definite coastline.Based on the analysis of the coast types of our country and from the viewpoint of rationality, practicality and stability, some opinions on the principles which should be complied with during the coastline demarcation are proposed. Different technical methods to delimit the demarcation lines are specialized according to different coast types. Several kinds of methods of the delimitation of demarcation lines in river estuary areas are proposed and analysed after the analysis of the types and characteristics of main Chinese river estuaries.Considering the natural and social conditions of Tianjin coastal areas, some opinions on the principles which should be complied with during Tianjin coastline demarcation are proposed. Different technical methods to delimit the demarcation are specialized according to different types of Tianjin coasts. Methods in the delimitation of the demarcation of Tianjin river estuary areas are further discussed. Several reasonable methods are brought forward after the analysis. The merits and demerits of these opinions are summarized, and the feasible methods are finally presented.The principles and the technical methods to demarcate the coastline are applied during the research on delimitating Tianjin coastline demarcation. Both theoretical and practical approaches are encompassed in this paper. The analysis above mentioned leads the coastline to go into a real sea-land demarcation line. The principles and the technical methods to delimitate the coastline demarcation are proved during the delimitating the definite Tianjin coastline demarcation. Based on the research of the coastline demarcation, the coastline management models are discussed. The mechanism of the coastline integrated management, the coastline zoning system and prior approval system are put forward.
