Under the influence of El Ni?o and La Ni?a occurrence frequently in the world,extreme weather events such as drought,flood,high temperature,cold wave occurrence frequently,which has caused great changes throughout the country affecting agricultural production.Agriculture,especially the plateau-specific agriculture,is more sensitive to meteorology and requires more precise and stricter requirements.The General Office of the People's Government of Yunnan Province proposed: "Developing the modernization of Yunnan's characteristic agriculture in accordance with the requirements of quality,efficiency,ecology and safety.Therefore,we must improve the early warning assessment and risk prevention management of disaster monitoring,improve the service capabilities of meteorological work in all aspects,and ensure the agrarian weather service with high altitude characteristics.This paper combines Yunnan's opportunity to promote the development of plateau characteristic agriculture,analyzes the value composition and influencing factors of plateau characteristic agricultural meteorological services,explores the whole process of formation,transformation and extinction of meteorological service benefits,and conducts value analysis,and analyze the evaluation methods of the benefits of agrometeorological services on the plateau.On this basis,the evaluation model of the benefit value of agro-meteorological services on the plateau was established,and the parameters of the evaluation model were revised.The case study was conducted in the walnut production area of Yangbi County,Dali prefecture.Through analysis,the following conclusions are obtained: 1)The benefit value of the plateau-specific Agro-meteorological service is affected by timeliness,scope of use,accuracy,multi-dimensionality and indirectness.2)The evaluation value of the evaluation value of the plateau characteristic agricultural meteorological service benefit value is 0.89 million yuan,the estimated value of the cost-saving method is 1.06 million yuan,and the shadow price method is estimated to be 0.98 million yuan.The inputoutput ratio of meteorological service benefits is: 1:28.9,1:34.1,1:31.6 and domestic meteorological service research 1:28 to 1:51.Based on the perpetual years,the benefit value of meteorological services in the walnut production area of Dianxian County,Yunnan Province after 2017 is 25.7 million yuan,30.34 million yuan and 28.13 million yuan respectively.Among them,the shadow price method is affected by the decrease of the shadow price caused by the current cost of meteorological services.The evaluation results are relativelly small for other scholars in China,and this result is also a normal phenomenon of the development of the times.Compared with the other two methods,the evaluation model of the benefit value of the plateau-specific agrometeorological service corrects the cost factor and the time factor,and the evaluation result is more convincing than the cost-saving method and the shadow price method.3)The public access to meteorological services has been the largest proportion of TVs in the past,developing into the Internet(77%),television(44.5%),and respondents gaining more and more access to meteorological services.4)Monthly income level and meteorological service satisfaction are the main factors affecting respondents' willingness to pay for meteorological services.About 98.5% of the respondents can agree that meteorological services bring convenience and benefits to their production and life.27% of the willingness to pay in the year is willing to pay 0-10 yuan and 27.5% are willing to pay 10-30 yuan.5)WTP=1.686+3.019×satisfaction+0.008×month income level by multiple linear regression.That is: for each unit of satisfaction,the willingness to pay will increase by 3.019 units,and each additional unit of monthly income level will increase the willingness to pay by 0.008 units.
