Hunan Province is an important province in central China and one of the hopes of rising the central region.In December 2007,with the approval of the State Council,the National Development and Reform Commission officially approved the Changsha,Zhuzhou and Xiangtan City Cluster as the "National Resource-saving and Environment-Friendly Social Comprehensive Supporting Reform Core Area"(referred to as "two-type society" construction).Therefore,research Resource,saving and Environment-Friendly in Hunan Province deeply guided by the two-type theory is not only significant for coordinating the relationship between "ecological environment" and "economic benefit" in Hunan Province,but also provide inspiring and learning to exploring Resource-saving and Environment-Friendly in other regions of China.Firstly,establish theory of two-type society construction and land utilization evaluation,and establish a three-level index system for land resource saving and environment friendly utilization evaluation based on this theory.According to input and output situation of social economy in Hunan Province during 2006-2016,through index screening,acquire the most significant input and output index of land utilization efficiency in Hunan province affected by two-type standards.Additionally,according to different time,evaluate the trend of two-type-society land utilization in Hunan province during 2006-2016,calculate intensity and friendly degree in different year,through coordination degree model to evaluate coordination degree of resource-saving and environment-friendly,use partial least squares regression to analyze the relationship between land utilization construction and intensity and friendliness utilization based on critical index projection analysis.The main conclusions are as follows:1.Land utilization resource saving and environment friendly evaluation is based on the value of multi-dimensional index system to judge process.Through qualitative and quantitative methods to dimensionality reduction for index,screen six typical inputs,desirable outputs and undesired output,that is public finance expenditure,built-up area,per capita GDP,total finance revenue,ammonia and nitrogen emissions from agricultural wastewater,and chemical oxygen demand in agricultural wastewater,which is critical index reflects Hunan province establish resource-saving and environment-friendly society during 2006-2016.2.Through the static analysis of the data envelopment analysis(DEA),it is found that the resource-saving and environment-friendly social efficiency values of Hunan Province in 2006,2007,2008,2011,2014,2015 and 2016 are 1,illustrating that the 7-year input and output are effective,meets resource-saving and environment-friendly standards.However,the efficiency values for the four years in 2009,2010,2012,and 2013 are 0.8618,0.9216,0.9041,and 0.9022 respectively rather than 1,indicating that the 4-year input and output need to improvd based on resource-saving and environmentally-friendly land utilization standards.In addition,5-year DEA analysis resource-saving and environment-friendly dynamic change situation in 14 cities belong to Hunan province during2006-2016.From the average,Changsha,Yiyang and Zhangjiajie have higher resource-saving and friendly degree,while Zhuzhou,Shaoyang and Hengyang have lower intensity and friendly degree.The window analysis methods are easy to compare efficiency value of different period in same window,which reveals the trend of efficiency changes.3.Analyzing and calculating intensive degree,friendliness and coordination degree based on the data envelope analysis,it can be seen that the intensive degree,friendliness and coordination degree of the high efficiency year are also high,and the land use type and resource conservation and environmental friendliness are mainly used.The statistic partial least squares regression analysis found that the six independent variables of cultivated land,gardens,woodland,pasture,urban industrial and mining land and other construction land have a negative impact on resource conservation and friendly coordination,while the remaining 5 The land types have a positive effect on intensive friendly coordination;in addition,the value of the importance index of the variable projections of cultivated land,forest land,other agricultural land,rural residential land,other construction land,and unused land exceeds 1,and the importance of other variables is projected.The index values are all less than 1,and the variable projection importance value can distinguish the degree of influence of the six most important land use types of resource conservation,environmental friendliness and resource-environment coordination.
