Marine Industry Development And Optimized Layout Of Beibu Gulf

The ocean is rich in biological resources and mineral resources.It is the second expansion space for people's production and living,and it is an important carrier for the secondary socio-economic development to take off at the same time.It is also a key breakthrough for alleviating shortage of resources,population density,and environmental deterioration.Beibu Gulf boasts geographical advantages and rich marine resources.Under the background of the country's strategy of vigorously implementing the strategy of making ocean a strong country,the marine economy has emerged from its national economic and social development and has produced a satisfactory answer.However,in recent years,due to the frequent marine activities,the relationship between the marine economy and the ecological environment has entered a white-hot phase,with various problems and conflicts frequently occurring.How to solve the problem of resource allocation between coastal cities and counties and various marine industrial sectors has become the biggest challenge facing the sustainable development of the marine economy in the Beibu Gulf.Throughing sort out the related on domestic and foreign marine industry layout,determine the research framework.By collecting basic information and related statistical data,explo Beibu Gulf 15 cities and counties' marine natual resources and the current state of marine industry,using AHP-entropy method,range difference maximum weighting method to measure marine industry development foundation in coastal cities and counties,based on model,calculating Beibu Gulf 15 cities and counties' comparative advantage index of marine industry development foundation,further plan and arrange and Beibu Gulf 15 cities and counties' marine leading industry layout reasonably.The research findings cover the following three aspects:First,the evaluation results of basic conditions for the development of marine industries:(1)The overall level of the basic conditions for the development of marine industries in Beibu Gulf cities and counties is lower than the average level.Among the 15 coastal cities and counties,it was found that the basic conditions for the development of marine industries in Zhanjiang were the best.Yangjiang,Beihai,Maoming,and Qinzhou,the basic level of industrial development is in the middle stage.The basic conditions for the development of marine industries in the lower and middle ranks of Fangchenggang,Haikou,Nanning,and Danzhou constrain their continued growth in the marine economy.The level of basic conditions for the development of the marine industries in the Dongfang,Lingao,Chengmai,Changjiang,Yulin and Chongzuo is the lowest.(2)The basic conditions for the development of various marine industries in the Beibu Gulf remain basically balanced.Except for the early warning of imbalances in the basic conditions for the development of marine industries in Zhanjiang and Dongfang,the basic conditions for the development of various types of marine industries within the remaining cities and counties have remained at an equilibrium level,and the equilibrium rate has reached 86.7%.(3)The level and balance of the basic conditions for the development of various marine industries in the Beibu Gulf are inconsistent.The specific performance is: While the basic conditions for the development of marine industries in Zhanjiang are at a high level,the basic conditions for the development of the internal marine industry are on the verge of imbalances.Although the basic conditions for the development of the marine industry in Qinzhou and Maoming are not as high as in Zhanjiang,they are at a medium level of development.However,the basic conditions for the development of the various marine industries within the region are well-balanced.Second,the selection results evaluation of advantages marine industry:(1)The overall development level of the advantageous marine industry in the Beibu Gulf is relatively low.Except that the overall level of development of the advantageous marine industries in Zhanjiang and Nanning has reached advanced standards,the development of the advantageous marine industries in other cities and counties in Beibu Gulf has shown a medium to low level.The blank of middle-high level city and county is the key reason for the gap between low-medium level cities and Zhanjiang,Nanning.(2)The dominant ocean industry in the Beibu Gulf maintains a balanced development status overall.Except for the Dongfang dominated marine industry showing slight imbalances,the remaining 14 cities and counties in the Beibu Gulf reached the equilibrium level above the primary level,and the equilibrium in the entire region exceeds 90%.(3)Beibu Gulf's dominant marine industrial structure is irrational.Over 80% of Beibu Gulf City and County ' s dominant marine industry structure is still in the primary development stage,the proportion of cities and counties in the secondary development stage is very small.In addition,cities and counties with a lack of industrial structure at the advanced stage of service have resulted in a very unreasonable structure of the advantageous marine industry in Beibu Gulf.(4)The development characteristics of the dominant marine industries in Beibu Gulf cities and counties vary.Over half of the Beibu Gulf has the advantage of developing emerging marine industries.The advantages of the two types of marine service industries in Guangxi,West Guangdong's marine transportation industry and west coast of Hainan's coastal tourism are highlighted.Divided by the Qiongzhou Strait,initially form the development pattern of the “bipolar” ocean service industry in the north and the south.In the advantageous ocean industry of the Beibu Gulf,the production-based marine industry accounts for the largest proportion,and most of them are mainly harborside industries,supplemented by traditional marine fisheries,and there are fewer cities and counties that take into account both development at the same time.Third,the concept of spatial layout of marine industry:Based on the NRCA model selected marine industries,combined with the actual development of the marine industry in 15 cities and counties,Presenting the layout of modern marine fisheries with “one heart,three districts,multiple ports”,the spatial lyout of ocean transportation industry with “one heart,three districts”,the spatial lyout of coastal tourism with “three circles,one band,one corridor,multiple groups”,the spatial lyout of marine emerging industries with “one circle,three districts,multiple islands”,the spatial lyout of Linhai industry with “three main,three secondary”.Integrate the spatial layout of major marine industries of research area,completely constructing the overall layout of the Beibu Gulf marine industrial space with the “one band,two axes,three domains,multipolar cores”.
