The Problems And Countermeasures Research Of Water Resources Protection And Management In Heyuan City

Water is a natural resource that can be recycled and regenerated.It is the foundation upon which human beings rely for survival and development.It is also the lifeblood of economic and social construction and the basis of ecological environmental balance.With the social development,growing population,the urbanization accelerates,better city function,the quality of the people's living improved,the demands for water has been continuously increasing.Water resources play an important role in human social activities.Therefore,it's very important for governments to do a good job of water resources protection and management,to improve the efficiency of water conservancy administration,to coordinate the water,economy,life,and environment,to solve the water supply and demand contradiction and the water pollution,and to ensure the water ecological balance.In recent years,the economy of Heyuan City has achieved rapid development.However,the issue of water resources protection and management has also become increasingly prominent.At the same time,due to the special geographical position,Heyuan City is located in the source of three rivers.The Xinfengjiang Reservoir supply water for Guangdong and Hong Kong.The people attach great importance to the water conservation work.There are many government groups or societies organize a visit to Xinfengjiang Reservoir each year.Therefore,how to solve the problems in the protection and management of water resources in Heyuan City is imminent.This article first introduced the current research status and related theoretical methods of water conservation and management at home and abroad.Analyze the protection and management of water resources in Heyuan City from the aspects of water resources and water supply status,basic conditions of water resources management agencies,division of supervisory functions,administrative enforcement of water-related activities,water-saving management,and performance of major work.Then found the main problems are conflicting supply and demand of water resources,institutions and personnel.Inadequate supporting forces,cross-cutting administrative functions,lack of public participation in administrative decision-making,weak law enforcement supervision power,backwardness in water-saving management,and lack of management efforts.Finally,on the basis of analysis of the problems,through the use of domestic and foreign research results,I proposed advices of establishing an ecological compensation mechanisms,optimizing organizations and strengthen talent team constructions,developing integrated water management,improving the public participation mechanisms,integrating law enforcement teams,improving water saving system construction,and increasing efforts to promote water resources protection and management priorities.
