Water resources are indispensable natural resources and play an important role in economic development and people's lives.The problem of water resources is the most important part of our country's sustainable development strategy.In recent years,the process of urbanization in the north of China has developed rapidly.With the increasing urbanization rate,the contradiction between the rapid growth of water demand and the allocation of water resources is increasing which severely restricts the economic construction in northern China.Ecological operation is the inevitable outcome of achieving harmony between human and water,biodiversity of river ecosystem and sustainable utilization of water resources and sustainable development of economy and society.On the basis of protecting the ecological environment,the rational exploitation and utilization of water resources and the realization of the optimal allocation of water resources are the fundamental guarantee for the sustainable development of our country's economy.In the new historical period,China's water conservancy must achieve rapid,healthy and sustainable development.We should focus on the future of human development,maintain healthy river environment,achieve harmony between man and water,and support sustainable development of economy and society through sustainable utilization of water resources.On the basis of collecting,sorting and analyzing the economic development plan of the Yitong River Basin,hydrological data,water conservancy planning and industry water use data,and reading a large number of books and documents about ecological scheduling and water resource allocation at home and abroad,the water resources of the Yitong River Basin are evaluated.It mainly includes the quantity of water resources,the current situation of water resources development and utilization and the water quality of the Yitong River.According to the economic status and various plans of the Yitong River Basin,the paper predicts the economic development index of two years of design level in the near future and long term,and forecasts the water demand of each industry by the quota method.The study also established the optimal allocation model of water resources,and calculated the optimal water allocation plan for the Yitong River Basin in the design year(divided into high,medium and low scheme).Finally,the analysis of supply and demand balance of water resources is carried out to verify the rationality of the allocation results.Based on the above work,the following conclusions are obtained.1.The paper made 2013 the present situation based year.In 2013,the total water resources in the Yitong River Basin was 1.121 billion m3,and the total water supply was 964 million m3.The length of the river for the class V and the inferior class V is more than 65% of the total river length.The water resources carrying capacity balance index(IWSD)of Yitong River Basin in 2013,2020(recent level year)and 2030(long term year)is less than 0.This indicates that the carrying capacity of water resources in the basin is not enough to support the economic development of the basin,and the water resources of the outer basins need to be used to enhance the water resources carrying capacity of the basin.2.The total water demand of Yitong River in 2020 and 2030 was calculated,including life,agriculture,industry,construction industry,third industry and eco-environmental water requirement.For the low water demand scheme,the total water demand in Yitong River Basin in 2020 was about 1.12 billion m3.In 2030,the total water demand was about 1.39 billion m3.For the medium water demand scheme,the total water demand in Yitong River Basin in 2020 was about 1.16 billion m3.In 2030,the total water demand was about 1.53 billion m3.For the high water demand scheme,the total water demand in Yitong River Basin in 2020 was about 1.22 billion m3.In 2030,the total water demand was about 1.60 billion m3.3.Considering the principle of maximum benefit,the priority of water supply sources and the regulation of reservoir ecological regulation,the optimization model of water resources allocation in Yitong River Basin is established in this paper.This study uses GAMS model to solve the optimal allocation scheme of water resources in 2020 and 2030.In the Yitong River Basin(medium water demand scheme),the average annual.The coordinated development of the ecological environment will promote the steady progress of the economy of the region where we live and develop in an all-round,coordinated and sustainable way.depth will be 0.65%.In 2030,the average annual water supply will be 1.524 billion m3,the water shortage will be 9.6 million m3,and the water shortage depth will be 0.62%.After the optimized allocation of water resources,the water shortage problem in Yitong River basin can be greatly alleviated,and the water demand of various industries can basically be satisfied.
