As one of the strategic initiatives to deepen Reform and Opening,the“21st-Century Maritime Silk Road" initiative plays an important role in achieving China's strategic goals of ocean power.However,as Fujian province and most of countries along the "21st-Century Maritime Silk Road" are facing the threat of marine disasters,the implementation of the initiative is challenging.In recognition that a solid base for cooperation between ASEAN countries and China has been in place,it's of reasons to conduct a research of the cooperation between ASEAN countries and China in maritime disasters mitigation and prevention.Moreover,as Indonesia which is facing frequent maritime disasters and then has had solid cooperation with Fujian Province has a high strategic status among other ASEAN countries,the paper takes the case study of Indonesia as a starting point to study the cooperation between Fujian province and the countries along the "21st-Century Maritime Silk Road".The main results of this paper are as follows:(1)The paper analyzes the concept and framework of disaster prevention and mitigation system to lay a theoretical foundation for the follow-up research.(2)This paper analyzes and studies the marine disaster prevention and mitigation system in Fujian province,and summarizes the advantages and disadvantages of the marine disaster prevention and reduction system in Fujian province.The advantages are as follows:a)The organization system is improving;b)The monitoring and warning capacity of marine disasters has been steadily improved;c)The marine environmental monitoring network begins to work;d)Achievements have been made in legal construction for marine disaster prevention and mitigation;e)The coordination and emergency response mechanism is becoming mature.The disadvantages include:a)Hard laws on marine disaster management have not been formulated and enacted;b)The competent department of marine disaster mitigation has not been established yet,which leads to the low capacity of coastal managers in marine disaster forecasting;c)Fishing port facilities construction is still weak.(3)Based on the case study of Indonesia's,the paper has found some deficiencies in Indonesia's system of marine disaster prevention and mitigation,including:a)Organization of system needs to be improved;b)The legal construction of marine disaster prevention and mitigation needs to be further strengthened;c)The capacity of marine disaster prevention and mitigation at the basic level needs to be improved;d)The marine environment observation network needs further improvement;e)The supporting mechanisms for marine disaster prevention and mitigation needs to be further strengthened.(4)Based on the results of the lateral comparison of the marine disaster prevention and mitigation between Fujian province and Indonesia,this paper conducts the study with the analysis of the cooperation opportunity,the advantages of and the demands for cooperation,and the strategy together with the details for cooperation.The paper puts forward the work plan for the cooperation between Fujian province and Indonesia in marine disaster prevention and mitigation,and then carries out a feasibility study.The highlights of work plan include:a)The system of administrative openness and accountability is to be integrated into Indonesia's marine disaster management system;b)To establish a long-term mechanism for data acquisition and sharing;c)To utilize the China-Indonesia Maritime Cooperation Fund to help Indonesia improve its maritime observation network system;d)To strengthen the cooperation on marine environmental monitoring and early warning of marine disasters;e)To carry out a dialogue and communication mechanism for the senior officials,scientists and experts in the field of marine management;f)To carry out cooperation projects on marine forecasting and disaster warning system construction;g)To carry out cooperation on the construction of regional catastrophe insurance system.
