Research On Water Resource Assets And Liabilities In Shandong Province Based On Social And Economic Development Level

The research on water resource assets and liabilities is a new research field,which is still in the exploratory stage.Carrying out the research on water resource assets and liabilities is of great significance to manage water resource scientifically,alleviate the water resource crisis and realize the coordinated development of water resource management and social economy and ecology.In this paper,according to the actual situation in Shandong Province,study the calculation method of water resource assets and liabilities based on social and economic development level.The research contents and methods of this paper are as follows:1.This paper expounds the concept and connotation of water resource assets and liabilities,and provides the corresponding basis for the establishment of the calculation system of water resource assets and liabilities.2.From the perspective of the level of social and economic development,consider the interrelationship between water resource and agriculture,industry,construction and services and so on.Highlighting the key role of the efficiency of water use,analyze the influencing factors of water resource assets and liabilities in detail in three aspects of water quantity,water quality and efficiency of water use.3.Determine the needed factors for the calculation system of water resource assets and liabilities,which are the coefficient of comprehensive water quality,the efficiency coefficient of comprehensive water use,the comprehensive coefficient.On this basis,establish the calculation system of water resource assets and liabilities.4.For the efficiency coefficient of comprehensive water use,put forward a variety of calculation methods from the perspective of different water use,based on the national average water level and advanced water level.For the coefficient of comprehensive water quality,put forward two calculation methods based on water storage form or water function area.For the comprehensive coefficient,based on the importance of water use efficiency and water quality,and considering the two kinds of weighting conditions,take the weighted average value of the two factors as the comprehensive coefficient value.5.According to the constructed calculation system of water resource assets and liabilities,apply Shandong Province to analyze and calculate the coefficients and the value of water resource assets and liabilities,in order to provide technical support for the further study of water resource assets and liabilities.Taking Shandong Province as an example,according to the measured data of 17 cities from 2013 to 2015,this paper calculates and analyzes the efficiency of comprehensive water use,the total value of water resource assets,water resource liabilities and water resource net assets and the per capita value of these synthetically.The result is that the efficiency of comprehensive water use of all cities is all higher than the national average level of water use,but the number of cities that are higher than the national advanced level of water use is less than one-third of the total.Influenced by the total amount of regional water resource,the water resource assets and liabilities of different cities differ greatly,the per capita change is consistent with the overall change basically,and the calculation results decrease first and then increase.The results of this paper have important significance for the scientific management of water resource in Shandong Province.
