In city planning field usually use the planning system based on the AutoCAD platform tocomplete planning and design work, although the system based on CAD is skillful in drawingability, but lack of flexible and efficient space analysis and inquires ability, especially can’tachieve mass data storage seamlessly and management, GIS and office automation (OA)function integration needs. Therefore, as the modernization process of our country city, it is necessary to establishthe city planning system based on GIS platform. This article, from the basic idea and business process of the city planning, forward theoverall structure of the planning system and through comparing the GIS software platform athome and abroad, choose ArcGIS as the system development platform; Then discusses the technologies realization and the environment development of thesystem, ensuring use the second development way in the Visual Studio2008with combiningArcGIS Engine+c#.net expansion to complete the development of the planning system;Subsequent design the functions of the system in detail, and by using the latestobject-oriented data model-Geodatabase, completed the design and build of database system; And then use ArcObjects which contains visual control development tools of MapControland PageLayoutControl to practice the planning system, completed the Function of map tobrowse, general space inquires, database operation and Road cross-sectional design etc..The system make full use of the GIS functions of space data analysis, processing anddisplay which provide by ArcObjects, improve the efficiency of the development applicationsystem effectively, with concise appearance and good function, users no longer need to haveprofessional GIS knowledge can use this system, expand the geographical information systemapplications.
