As th e materia l basis for the survival a n d de velo p ment of the city,th e infrastru cture directly determine s the scale and leve l of developm ent of a city.With the rapid e co n omic and soc ial development in China in rec ent 3 0 years,the infrastructu re co n stru ction cha nge ra p idly in China,and the s cale of infrastru cture inve stment a nd financin g syste m ha s also c ha n ge d.Th e diversif ied development of financin g mode,includ ing diversifica tion of invest ment entities,multi-channel sou rces o f fundin g,has been easing the insufficiency of infrastructu re construc tio n funds.At present,th e c ity investmen t comp an y has p layed an importa nt role in infrastruc ture construction in Chin a.Acc ord ing to the CBRC pla tform list,Septembe r 3 0,2013,there were platform companies a s m any a s 11002.T h ese p latform companies pla y an importa n t role in promoting th e in n ovation of China’s infrastruc ture financing mode,but at all leve ls of government fu n ded the establishm ent of a fin an cing platform the te nde ncy fo r financial fun d s bec ome the main sources of funds and fina n cing pla tform.However,under the local go vernment in vestment ga p h as se t u p a fin ancin g p latform,most of the in dividual stre n gth is limited,the co mpa n y fun ction s,single governme n t reso u rces,single financ ing channels,the lack of fo llow-up funds are lim ited continuous operation mode.In this paper,the development of domes tic and fore ign infrastru cture financ ing s itu atio n is ana lyzed,and then the basic id eas and direction of the current domestic infrastru cture projects fin ancin g.Bas ed on the fina n cing mode of Lanzh ou new city develop men t invest ment limit ed situation ana lyzes th e a spects,further analysis and demons tration of n ew city in vestment problems of the p ro ject c o n stru ction in th e p ro cess of fina ncing;bas ed o n specific issues to identify,re se arch,analysis o f the c auses of these problems,and then try to gi ve the ne w financing scheme of c ity invest ment company,in cluding finan cing plan objectives,prin ciples,me thods and path,specific plan con tent,empirical stud y.In th e last part of the pape r,th e author puts forward th e gua rante e measures for th e project fin ancin g sche me of th e ne w city investme n t c ompany,and ma kes an overall evaluation of the project.A t the same time,a iming at the current resea rch situa tio n,the problems a re discussed.The above c o ntent is of positive s igni ficanc e to the innova tion o f o ther similar city in vestment companies.
