In recent years,with the development of the national economy and the continuous improvement of people's living standard,car quickly into the ordinary families,residential parking problems highlighted increasingly,demand for public parking building,but a shortage of funds is one of the biggest problems in u.s.a.finally government construction in China.Developed countries the most common solution is to use financing model to the construction of public parking building,but due to the development of the BOT financing mode in our country is still at an early stage,in particular,the application of BOT financing mode in u.s.a.finally project,both government and investors of one party to the BOT financing don't understand.First systematically introduce the characteristics of the BOT financing mode,financing,structure,operation,etc.,analyses the present situation of the urban public parking building project BOT financing.Secondly,in this paper,the status quo of BOT financing mode key success factors.Finally choose to Shenzhen bay port parking building project case analysis,validate the BOT financing model of the actual operation process.Finally,through the combination of quantitative and directional analysis method to study the risk,formulate the corresponding preventive measures.Research conclusion of this article looking for reliable source of funds for public parking building project,relieve the government financial pressure to provide feasible financing model,for public parking building construction project has a certain reference value and guiding significance.In this paper,the results show:(1)the Shenzhen bay port parking building internal rate of return of BOT project IRR = 12.67% > 12%,the net present value of NPV = 4.3732 million yuan dynamic payback period n = > 0,24.87 years < 30 years,average annual return on investment(8.93%)> 0,break-even point was 21.11%,the point of view of economic benefits from the project,project is feasible.(2)the sensitivity analysis shows that the project for more sensitive than conventional bonds to changes in operating income,and the influence of the construction investment and operation cost is relatively small.(3)in politics,economy,the construction and operation of the big four risk categories,construction risk of weight are heavier,is the Shenzhen bay port parking building project risk system,the main risk,and in Shenzhen bay port parking building project risk system extension shuttle workers risk impact on the entire project is the largest,the second is the economic risks.Among them,the improper construction technology of risk in the risk assessment of the weight of the largest,followed by the management risk of market price.(4)the BOT project financing is applied in u.s.a.finally,Suggestions of construction projects,such as the policy laws and regulations,to reduce the risk of the project company,strengthening contract management,intensify efforts to encourage domestic participation,encourage colleges and universities,enterprises cultivating talents such as BOT.
