With the social transformation and the change of the social system in China following the Reform and Opening Up in December 1978,a special group of workers,called migrant workers,have gradually been formed and their number is constantly increasing.They have contributed to the large-scale interregional mobility.However,many of them,especially the “post-90s” workers,do not take out the endowment insurance.Because of their young age,whether they have their endowment insurance is often neglected by the public,which is the reason why this paper,focusing on the factors influencing their not taking out the insurance,is of vital importance.The endowment insurance can not only ensure the life after the retirement of the migrant workers,but provide supports for their citizenization.But their endowment insurance participation at present is still a huge concern.Considering those “post-90s”migrant workers are generally willing to stay in cities,it is essential to find out ways to promote the endowment insurance participation rate,which can improve their living standards in cities,thus increasing the citizenization rate,and alleviate the problem of the national pension gap.This paper analyzes the survey data of the “post-90s” migrant workers,and,according to the literature review and questionnaire data,finds the five factors that influence the endowment insurance of the agricultural transfer population: personal factors,family factors,work factors,urban inclusion willingness factors,and policies and systems factors including 15 influencing factor indices.After the descriptive statistics and logistic empirical analysis,it is concluded that all such factors have an influence on their willingness to take out the insurance as their incomes,education background,quantity of children and the signing or not of the contract of labour.Based on the results,the author puts forward the following four suggestions: first,to perfect the endowment insurance system and encourage migrant workers to take it out;second,to raise their awareness by means of publicity;third,to regulate the supervision on and guide to the employment units;four,to improve the human capitals and social capitals of migrantworkers.It is hoped that these suggestions are able to promote the willingness among the“post-90s” migrant workers in Chengdu to take out the basic retirement security.
