Study On The Countermeasures Of House Relocation And Management In Dalian City

With the rapid development of national economy and the advancement of legalization process,the compensation policy of urban house relocation improve constantly and citizens enhance their awareness in protecting individual property and legal rights.The collision between the two exposes numerous problems during management of urban house relocation.The policy-making and implementation of urban house relocation policy not only relates to the living conditions and life conditions of house owners,but also reflects the protection degree of state for citizen individual property which affects urban development and harmonious society construction.As a consequence,problems existing in the management of urban house relocation should be attached great importance to and special studied from relevant government departments.Based on the practical conditions of Dalian,through data collection,questionnaire,interview investigation,comparative study and theoretical study,this thesis summarize the changes of state and Dalian house relocation compensation policy and investigate working staff,then get the related policy and the specific implementation status.According to the changes of house relocation compensation policy in Dalian city,this thesis concludes problems during house relocation management process,analyzes the causes of these problems and raises countermeasures and suggestions.House relocation and compensation work is the most important and complicated link during urban construction process.The process and efficiency of this work directly influences the development and stability of Dalian city.Through discussing the problems in the management of Dalian house relocation,this thesis proposes to improve expropriation system and department setting,increase the scientificalness of policies.Moreover,attention should be also paid to the standardization of government relocation behaviors,the improvement of expropriation review system,the implementation of department law enforcement,the elevation of government official quality,the establishment of favorable communication channel with house owners and social power conciliation mechanism,the specification of relocation compensation,the establishment of legal mechanism and the construction of new working techniques and modes to positively disclose government affairs.The countermeasures above have important realistic meanings for the government to better perform functions,maintain and protect house owners’ legal rights and interests to the uttermost and accelerate urban construction and harmonious development in Dalian city.
