The Problem And Countermeasure Of Government Function In Urban Relocation Process

Urban relocation is increasing rapidly,with the fast developing economic and urbanization process.Relocation plays an important role in urban planning,promoting the landscape. Also,it can utilize land resources properly and enhance people' s living environment.Relocation is a complex and hard process,which concerns both the nation policy and a large group of people.The process involves interests of both local government and the dispersed citizen.The government plays a deciding role in urban relocation.However,serious problems exist in government function such as the offside,the dislocation and the vacancy.The first part is the overview of government function.From the classification of government functions,the thesis introduces the government functions in economic,social,public services and their own characteristics and functions respectively.The second part discusses the functions of the government in macro-control,market supervision,social management,and how the role to be played,as well as countermeasures.The counter-measures are mainly about the demolition case of Licang District,Qingdao city and other practices of both domestic and international cities.In the third part,for the demolition of the transformation of government functions,the author proposes countermeasures and proposals.This thesis mainly analyzes problems and reasons of government malfunction in dismantling city building process.And it tries to find innovative way to solve government malfunction related with the government governance and orientation.
