Research On Urban Relocation And Solutions

Urban relocation is increasing rapidly, with the fast developing economic and urbanization process. Relocation plays an important role in realizing urban planning, promoting the cityscape, proper land resources utilization and enhancing the living environment. Relocation is also a complex and hard process, which concerning the nation, collective and individual, and the benefit of both the relocate one and the dispersed one are directly involved. Urban relocation has strong relation with the urban planning strategy and becomes a focus of the government and the citizen. There are some serious problems in urban relocation, such as the absence of related laws and regulations, improper intervention of the government, the weakness of the supervisor and justice bureaus, regulation, substandard relocation assess, low relocation compensation standard, relative large relocation scale, the hardness of no-residential relocation and unclear property right related to historical reasons. These problems harmed the citizen and the stabilization of the society and caused over investigation in some areas and industries. The problems and reasons in the urban relocation are analyzed in this paper, based on the research of relative theories and knowledge. And according to the above six measures emerge: (1) consummating the policies and regulations concerning urban regulation and promoting the supervisor power; (2) promoting the wardship of the assess organization and personnel and establishing the reassess system; (3) providing options to the dispersed in the compensation system and the compensation standard be decided to the local regulation; (4) making proper relocation scale; (5) providing various relocation plan according to different relocation buildings;(6) making the property right clearly in the relocation process concerning historical problems to provide proper compensation.
