Research On The Integration Of Industries And Cities In Northwest Development Zone Under The Background Of New Urbanization

In the past 40 years,due to the demographic dividend and the promotion of private enterprisesto,the development of China’s urbanization has made remarkable achievements.In 2014,the state put forward the human-oriented new-type urbanization construction,which requires the realization of the "quantity" to "quality" of Urbanization.Development zone As an important urban and rural spatial unit,how to respond to the policy of " newtype urbanization ",to discuss practical planning and strategy,to promote the development of the population and industrial clusters effectively is the purpose of this study.Under the characteristics of regional differences in urbanization development in China,In view of the lack of development impetus,Urban function construction lag and the low level of urbanization in Northwest Development Zone,People’s cognition for the development zone as a base for the industry development has also changed,"Interaction of Industries and Cities " gradually transformed into "human" is the main part of "production" and "city".Only “production-city – people” form a positive interaction,to achieve the transformation,upgrading the leaping development of Urbanization in Northwest Development Zone.Thus,the focus of this paper is to clarify the interaction between "production city people" in the planning and construction of Northwest Development Zone,focus on the development of production city integration,And embodied through the planning technology.The peper is divided into three parts.First of all,this paper compares the regional differences of urbanization and development zones in China,to analyze the characteristics of the leaping development of Northwest Development Zone in detail,and And rethink the construction difficulties in Space,industry,urban function,society and ecology.Secondly,to analyze the inherent logic of the integration of production and city in the context of new-type urbanization.Detailed analysis on the interaction and element of the "production,city,people",clarify the inherent logic of Integration of Industries and Cities.It is proposed that the development zone should realize the urbanization of the industry,the urbanization of the city function and the urbanization of the people,then to promote the new-type urbanization construction in Northwest China.The research suggests that “production " is the power motive system of the development zone with providing jobs;“city" is the hardware system of development zone by providing production and living services;"people",the main body,is the dynamic system of development zone,with labor and technical support.Finally,taking Hohehot Municipality Shengle development area as an example,to search the evaluation method and planning strategy of the integration of production and city in the in Northwest Development Zone.Using correlation index to evaluate the level of industrial development and urban function construction,to determine the development of integration of industries and Cities in the second stage: Awakening Stage.Industry in the stage of development zone to the residential park.At last,the paper sets industry development opportunities,regional industrial structure,the industrial development potential,the talent agglomeration pattern as four aspects of the industry strategy,covering the macro,meso and micro space optimization strategy and taking measure transformation cost,the investment and financing system as policy design to provide reference for the development and urbanization of the development zones in Inner Mongolia and other regions of Northwest China.
