There are two kinds of allocated land in China now because of the land-supplying policy changing from ‘single track’ to ‘double track’ in 1990. How to transfer some of the allocated land before policy change into compensable use is a big problem now. Price assessments of land use right of allocated landand market value distribution is studied,to provide a basis for the transfer policy.We can get following conclusions by this research:1) There are two kinds of allocated land in China now because of the land-supplying policy change, which the second one is accord with the newly definition of allocated land. It is used for public purposes, and is a kind of administrative act. It also have indefinite use and is limited to circulation. Based on the use of property, the use of allocated land before policy change can be divided into commercial, industrial, residential and public uses. Apart from public uses, other allocated land should be transferred into compensable use. Using the same method, the use of allocated land after policy change can be divided into residential, industrial and public uses.2)The price of state-owed allocated land reflects the value of land rights. Whether it contains the land increment should be distinguished between different situations. Before into the market, it is a kind of cost price and does not contain increment. With the complete of rights in the market, we can discuss its land value and increment distribution. In this research, a new method to evaluate the land price of allocated land is proposed, with the standard land price and integrated land section price. As a case study of Chengde City, land price of allocated land is evaluated by cost method.3) With the complete of rights in the market, the increment of land should be distributed between original land user and the nation. The sources of land increment include artificial and natural increment, and the total value is the difference between cost price and market price. In this research, an increment allocation model is proposed to determine the object and partition coefficient, using the data of Chengde City to verify its feasibility.4) One way to transfer some of the allocated land before policy change into compensable use is to pay the government part of the land granting fee. Through the combing of current policies, an improved way of payment is proposed in this research. Ii is suggested that the entire process be included in update of datum land price. It helps to make the transfer policyscientific and reasonable.
