| Recently,the development of community property is facing predicament,but the Linhai community property management model has achieved a good effect,so this study is to reveal the process of collaborative governance in Linhai community,lay a foundation for the promotion of community property management in Linhai.Nowadays the model of community property management in Linhai community is of great significance to the property management.Five factors are summarized from 116 questionnaires and related personnel interviews,namely the starting conditions for collaborative governance,system influence,leadership,collaborative process and the result of the collaborative governance.SFIC model analysis shows that the Linhail community property management mode has identified roles of the community residents’ committees,property management companies and owners’ committee through the integration mechanism,the volunteer service mechanism and community party organization to make all three are one.In the process of collaborative management,multiple subjects have achieved the expected result by the ways of face-to-face dialogue,confidence-building,process input and consensus.But there are four deficiencies: failed to mobilize community civil organizations,community residents’ committees do not play the leading role of property management,democratic supervision mechanism is imperfect and the community property management of collaborative process is not clear.To solve these problems,we need to improve: strengthen the guidance and planning the development of community organizations through policy tilt,through community common interests to inspire their enthusiasm;strengthen the ideological work of party members.improve supervision system and by the first responsible person system to improve the management process.The Linhai community property management model is applicable to the new urban community,who has neighborhood committees,property management companies and owners committees.This model can help to effectively integrate community resources,realize the complementarity of multiple principal advantages of community construction,and solve practical problems in the life of community residents. |
