Construction And Application Of PPP Project Evaluation System Based On Prism Model In Sewage Treatment

According to statistics from the Water Conservancy Department and Environmental Protection Agencies,China's water resources are extremely scarce,and with the rapid economic development,industrial and domestic sewage discharges are increasing.The national and local governments have actively carried out the construction of sewage treatment infrastructure,however,it is the fact that the infrastructure is completely dominated by government departments,which brings about limitations such as shortage of funds,low efficiency,and low professional standards.Under this environment and economic background,the state introduced the PPP in the sewage treatment infrastructure.Due to the large number of stakeholders in the PPP project and the significant impact on the performance of the project from all stakeholders,at present,China' s project evaluation only focuses on the shareholders and ignores the appeals of other stakeholders and cannot completely evaluate project value.Focusing on revenue-based financial accounting indicators,the entire content ignores the long-term development of the project.Therefore,the previous project evaluation system can no longer meet the needs of the development of PPP projects,and it is urgent to develop a more comprehensive project evaluation system.With the advancement of sewage treatment PPP projects,it is necessary to establish a PPP project evaluation system that meets the needs of the market economy,adapts to the development of sewage treatment infrastructure,and satisfies project owners,creditors,customers,suppliers,employees,and local governments to promote the sewage treatment PPP project to improve the management level,enhance the project efficiency,urge to fulfill its social responsibilities,and motivate management at all levels.Based on the analysis of the operating characteristics of sewage treatment PPP projects,the text uses the performance prism as a framework to establish a model for evaluation indicators of sewage treatment PPP projects based on performance prisms.The performance prism is used by taking the C Development Zone sewage treatment PPP project as a case.A set of project evaluation index system suitable for the sewage treatment PPP project is designed and the weight of each index is calculated,which is used to strengthen project management for the sewage treatment PPP project management,provide services and management tools of improving the supervision,restraint,and incentive mechanisms,and provide reference for project evaluation of other PPP projects.
