H Guanju company belonging to Sinopec is a big service company,which can meet the construction needs of 100 drilling crews at the same time.As ShengLi Oilfield has entered the later period of exploration and development,the production cost pressure is more and more big.Guanju company faces unfavorable situation of decreasing income including investment reduce,inadequate quota settlement,and increasing cost including bigger long stand amortization assets,rising labor costs and so on.The traditional cost management method has been unable to meet the needs of enterprise management in the social environment of increasingly fierce market competition and increasingly high demand of professional standards.Delicacy management,it is the only way to reduce the cost of management and the resources occupied by management.It is the inevitable trend for enterprises to seek their own development.The implementation of delicacy cost management can make the enterprise to elaborate management process,refine the management mechanism,strict performance assessment,improve the executive ability,reduce the cost,and increase economic benefits.Through collecting,consulting and analyzing relevant documents,this paper analyzes the concept of delicacy management,and makes a detailed analysis of the present situation of domestic and international delicacy cost management.According to a large number of field data,this paper analyzes the problems existed in the Guanju company's cost management,and expounds the necessity of carrying out the delicacy cost management.With the idea of delicacy cost management,the paper puts forward the cost strategy target of "sustainable development with low cost",designs the implementation plan for the system construction,and presents five measures to guarantee the system operation,providing the full security for the implementation of the management system.According to the current situation and practice of management,applying the research method of theory and practice,qualitative and quantitative analysis,combining with delicacy cost management theory,this paper constructs a complete cost management system,which has integrity functional institutions,sound management system,perfect control management,scientific cost budget,conscientiously performed cost accounting and controlling and strict implementation of cost assessment,in order to control the cost effectively,improve the level of cost management,enhance the market competition ability,realize the sustainable development of enterprises with low cost and high efficiency.
