Research On Establishment Of Regional Circular Economy Standards System

The standardization of circular economy is the inevitable trend of the development of circular economy,and it is also an important guarantee to promote the standardization and large-scale development of circular economy.With China's circular economy entering a comprehensive development stage,the problems encountered in the process of standardization are also increasing.As the development of circular economy involves many fields,and the structure of the object is complex,it is necessary to systematically plan and guide the development of the standardization of the circular economy.As the top level design work of the construction of circular economy standardization,the standard system of circular economy provides an effective way to solve this problem.Based on the background of regional cooperative development,this paper studies the construction of the circular economy standard system based on the area of the provincial and municipal level.Firstly,the background and purpose of the study are expounded.The research content and technical roadmap of the full text are explained,and the research methods and innovation points of this paper are summarized.Through access to information,the development of the standard system of circular economy is summarized and analyzed.With the help of standard literature sharing platform,the domestic and foreign circular economy standards are collected and collated,which are analyzed in various angles and all aspects of content.Secondly,the construction mechanism of the standard system is analyzed.The standard needs are analyzed from three aspects: solving the problem of resource and environment,promoting the development of circular economy industry and improving the standard level of circular economy.The life cycle theory is used to analyze the standard whole life cycle process,and the problem of standard updating is predicted.Based on the three-dimensional structure of Holzer and using process analysis,a six dimensional spatial structure model suitable for standard architecture design and content construction is constructed,which provides a method for the construction of standard system.Thirdly,on the basis of defining the construction of standard system,After analyzing the characteristics of the resources and environment of the region,the status of the recycling economy industry,the development model of the circular economy and the status quo of the standard,using the theory of process management,modular theory and life cycle theory,the "4+6" modular regional circular economy standard system has been constructed,Which taking the basic standards and professional standards as the main body,the three kinds of basic standard subsystem,such as technology,work and management,and enterprises,parks and other three kinds of professional subsystems are the main contents.The content of the standard system framework is explained at last.Finally,taking the Tianjin city as an example,through the analysis and Research on the status of the standardization of circular economy and the pilot project of the typical circular economy in Tianjin,Based on the framework of regional circular economy standard system,a standard system of circular economy suitable for the development of circular economy in Tianjin is constructed and the implementation process of circular economy is systematically explained from four aspects: supporting conditions,implementation subjects,implementation methods and implementation objects.
