The industrial parks have a long history since it started in the fifties of last century.In the early eighties of last century,the industrial parks were brought into China.And it started relatively later.At that time,by means of good opportunities in undertaking industries of processing trade in Southeast Asia,establish industrial parks based on the construction of special economic zone.There have had great achievements in industrial parks in China for the development of over thirty years.The regional and national industrial parks play a role in the engine of modern economic development.There are different categories in specialization and high technicality,including science and technology industrial parks,industrial parks in biological nano and eco-industrial parks.Investigate the status of Qingyuan Overseas Chinese Industrial Park through the methods of literature reading and survey.Qingyuan Overseas Chinese Industrial Park was founded in August,2008 and located in Donghua Town in Yingde City.And its predecessor is Overseas Chinese Tea Plantation.The intrinsic regional volume and construction of infrastructure were at a stage of lag.It needs to be improved.Under the background,the government of Qingyuan City provides conditions and plans for the construction of Qingyuan Overseas Chinese Industrial Park through transformation of three old and hooks of increase and decrease,based on invigoration of the index in limited land.However,because of the reasons in the systemic problems,weakness in leading industrial investment and gathered strength,low creativity in transformation,upgrade and autonomous development,there have had problems in the construction and development in Qingyuan Overseas Chinese Industrial Park.For example,it is not accurate in the overall positioning of the park;it is single in types of enterprises and weak in creativity;it is disjointed between investment promotion and industrial layout in the park;it is difficult in capital construction;it is insufficient in capital and land quota;there is a lack of capacities in government management and service for enterprises and it is low in the application of the economic pattern “Internet+”.In the paper,it is found from the investigation that only in following the principles of harmony,marketability expansibility and innovation,enhance the capacity of industrial parks in autonomous development from accurate positioning.Adjust the structure to realize cluster effect among enterprises in industrial parks.Make balanced investment and guarantee the land use to build the layout of “large industrial park”.Conduct innovation management to strengthen the capacity of government in supporting service.Perfect the regulations to forge fair and orderly market.Conduct the “integration of the Internet and cities in production”.Focus on the optimization of development and collaborative development among cities to promote the healthy development of Qingyuan Overseas Chinese Industrial Park.
