In November 2013,the Third Plenary Session of the 18 th CPC Central Committee reviewed and adopted the “Decision of the Central Committee of the CPC on Several Major Issues for Comprehensively Deepening Reforms,” and decided to allow rural collective-operated construction land to be transferred under the premise of planning and use control.Leasing,shareholding and shall be implemented in the same market as state-owned land,with the same rights and prices.The decision was made on the one hand,it is necessary to activate idle construction land in rural areas and establish a unified urban-rural construction land market;The more important purpose is to promote the reform of collective land for construction and use the land as a basis to guide the integration of talents,capital,technology,and other elements to rural agriculture,to reverse the irrational status quo of urban-rural allocation,improve the efficiency of resource use,and promote agricultural productivity.and lay a solid foundation for China's agricultural modernization and rural development.From the perspective of national policy orientation,The entry of collective construction land to the market is conducive to promoting the development of agriculture modernization and the improvement of agricultural labor productivity.However,in the practice of pilot reform,due to the imperfect policy system and the influence of various interests in implementation,the deviation of practice and policy can easily lead to the restriction risk of agricultural labor productivity.Based on this background,this paper is guided by the theory of political economy,property rights,labor productivity and agricultural supply side reform.And referring to related theories of Western economics,It is used to deconstruct the practical problems that may be induced by the market entry of collective construction land.First,based on theoretical analysis,this paper defines the concept of agricultural labor productivity and its influencing factors;Second,from the perspective of market entry reform,based on the land factors affecting agricultural labor productivity,combined with the trial cases and data of the market entry to study the association reaction between land and the other factors,and then analyze the inhibitory risk of the increase in agricultural labor productivity caused by market entry;Then,the land,labor,capital,technology,and system that affect agricultural labor productivity are used as classification criteria,and the performance and causes of inhibitory risks are summarized and integrated into 16 secondary indicators.Its purpose is to quantify the impact of various risk factors on the labor productivity by the interpretative structural model(ISM)and the cross-influence matrix multiplication method(MICMAC),and to clarify the transmission path between each factor.Through the research,it has been found that due to the rise in market entry prices of the collective construction land and the related supporting reforms lagging behind,it is difficult to ensure the construction land needed for agriculture or to increase agricultural costs due to excessively high prices,which restricts the concentration of agricultural factors and restricts the increase of agricultural labor productivity;Through the empirical research,it is concluded that the rising prices of rural collective construction land,the lack of scientific supervision of land use,incomplete relevant laws,and imperfect property rights are the fundamental factors constraining the increase of agricultural labor productivity.Therefore,this paper synthesizes the relevant analysis of the third and fourth chapters,According to the important degree of risk and its influence factors,from the collective construction land pricing,land planning and use supervision,agricultural land pollution prevention and control,integration of industrial development,the use of value-added income of the market entry,and the improvement of relevant legal systems,etc.put forward targeted countermeasures and recommendations,to effectively prevent the suppression risk of the increase of the agricultural labor productivity in China caused by market entry...
